The Project Services Manager will report into the Regional Director and is responsible for a range of activities across the WIN, EXECUTE and MANAGE stages of the business including tendering, SCM, contracts, project cost control, planning and input into regional strategy, risk & opportunity and regional legal and compliance activities.  



  • Develop and manage the tender strategy (technical and commercial) during the tender phase and coordinate all regional inputs. Work closely with the Tender Leads/Tendering Specialists and Senior Management to deliver the tender on time and in accordance with the agreed deliverables.
  • Carry out detailed commercial and contractual review of tender documentation and legal terms and conditions, prepare risk assessment and present findings and positions to Senior and Executive Management in order to aid decision making.
  • Preparation of and presentation of contract summaries for use by Project Managers and On- and Off-shore Leadership to ensure that all relevant personnel are aware of contractual obligations and objectives;
  • Act as single point of contact for commercial matters with clients, key suppliers and colleagues within i-Tech 7 and Subsea 7.
  • Undertake contractual and commercial negotiations and clarifications with clients in accordance with Subsea 7 delegations and procedures.
  • Provide tender to project handover and support to execution team during the EXECUTE phase.
  • Work with the business development function to establish a full understanding of customer requirements and relationships, capture plans and strategy.



  • Ensure the project team has a clear understanding of the commercial (as bid) position and together with finance develop a cost control model to be tracked on a weekly basis.
  • Manage and be accountable for the planning, document control, contract administration, risk and cost management tasks such they comply with the requirements set out under the contract and our own internal processes and procedures.
  • Manage any project variations and maximise commercial opportunity during the EXECUTE phase in collaboration with the project team.
  • Together with the project manager, lead the monthly project financial review meetings to ensure the project is performing on (or better than) budget and identify any areas where contingencies need to be added or cost overruns highlighted.
  • Though management of SCM function, ensure that all procurement and subcontracts (via liaison with SCM representatives) are conducted and managed in accordance with the project control processes, procedures and good practice; thus, ensuring cost control is appropriately involved in the approval of all cost commitments.
  • Negotiation and resolution surrounding contractual and financial disputes on within the relevant project and advise/consult with relevant Project stakeholders and the contracts and commercial management structure in relation to same;
  • Responsible for providing awareness to the whole project team of the contract requirements (both client facing and SCM).
  • Be the single point of contact for all key suppliers, such as vessel owners to ensure the correct application of the charter party, cost control and overall risk management.
  • Responsible for ensuring the integrity of the information provided to finance is timely and accurate.
  • Responsible for monitoring and supporting the legal teams in the handling of insurance claims and disputes; in collaboration with Group Insurance and the regional legal team.
  • Liaise with legal and finance in the implementation of intercompany agreements and other intercompany transactions.
  • Cooperate with other disciplines to ensure documentation, and effective circulation of all-important project decisions and updates in order to maintain a synchronized project organization.
  • Monitor and works in collaboration with other disciplines to ensure all reports to the Client are provided in a timely and compliant manner.
  • Supports the professional and career development of self and the functional team through continued professional training, mentoring, on the job development.



  • Responsible for the management and development of the SCM team.
  • Support the management team in the identification of new strategies or opportunities and the implementation of existing plans.
  • Work closely with the business development teams and management team to develop the five-year plan.
  • Work with finance and management to update financial forecasts to ensure up to date reporting.
  • Act as Compliance Officer for the region, responsible for leading and implementing the compliance programme, initiatives and risk assessments.



  • Educated to Masters degree level, preferably with a Law, Business or Quantity Surveying qualification;
  • Experience working as a Senior Contracts Specialist within the Oil and Gas or Construction industries is preferable, ideally with at least 7 years’ experience working within the Subsea oil and gas sector;
  • Have leadership and management experience and or relevant training.
  • Sound contractual knowledge and analytical skills;
  • Excellent communication and organisational skills;
  • Ability to work using own initiative and to work as part of a multi-disciplined team;
  • Ability to effectively manage own workload and work within given timescales (both internal and external);
  • Adaptability and proactive approach to problem solving;
  • Candidates should possess a good standard of IT literacy, particularly in relation to standard Microsoft software packages (e.g. Word, Excel and PowerPoint);

Based in Perth, Western Australia.  Role will involve travel as required throughout the region.
