Job Title: Security & Personnel Logistics Manager

Department: Operations     

Reports To: Operations In-Country Manager

Location: Luanda - Angola

Objective of Job: Manage and monitor security aspects of our activities in Angola. Coordinate movements of personnel in-country.

OVERVIEW OF ROLE

The Personnel Security Manager has the responsibility for the management, implementation and oversight of all security operations in support of staff/In-country teams/Subcontractors, movement of personnel and activities in country. He (or She) is responsible to implement & manage the specific logistics linked to personnel.

This task shall be executed within the out most respect of all Subsea7 procedures, code of ethics and HSES policy.

RESPONSIBILITIES

  • Assists and advises the country Managing Director and Operations in Country Manager in all security issues.
  • Ensure the security of Subsea 7 personnel, affiliate present in country; and for cargo and vessels as per international rules (ISPS…)
  • Ensure prevention, anticipation, mitigation and management of country security risks.
  • Responsible for preparation, management and organization of business activities for movement of personnel as per Subsea 7 security policies and rules.
  • Ensure performance of crew change set-up and support to the project for all personnel movement in country.
  • Local management of team and suppliers in charge of ‘Personnel logistics’ in Angola, and if required during Mob & Demob phases outside Angola. Follow-up that teams and suppliers are following procedures to welcome personnel in Angola (visas/airport assistance/hotels/transportation…)
  • Responsible to organize, lead and manage the security resources (Internal and External) to provide support on all in country security matters
  • Issue and follow up with crewing department, Projects, Internal Departments, Offshore Resources and agent requests for personnel movements.
  • Insure that Operations are fully prepared on security matters and ensure the follow up of security issues when required.
  • Develop and maintain robust personnel tracking systems for all travelers and Staff in Angola.
  • Development of robust, efficient and up-to-date Evacuation Plans for personnel in country at all worksites and where necessary.
  • Promote and develop a strong security culture oriented towards continuous improvement and ensure that all personnel adhere and comply with Subsea 7 security policy.
  • Ability to conduct crisis management, emergency response as well as duty manager to support any unexpected situation.
  • Prepare and follow new arrivals (Induction/installation/training/administration/…) if required.
  • Development of country security procedures. Develop guidelines and procedures for visas/Permits, travel booklet in Angola.
  • Monitor and guide on evolution of laws, decrees, related to stay of foreigners in Angola, and related to in-country security aspects (restrictions, strikes, incidents, …).
  • Maximize use of Information Systems to ensure delivery of accurate and timely information to customers
  • Interact with client(s) when required.
  • Carry out all security audits as per the needs (onshore/offshore/ports)
  • Perform site visits during mobilization/Demobilization phases of Construction vessels, and if required.
  • Participates in initiatives (such as development of tools & process) as and when required
  • Expected to contribute to creating a culture of ethics and integrity within Subsea 7 and ensure familiarity with and adherence to our Code of Conduct.

EXPERIENCE/QUALIFICATIONS

Essential

  • Minimum five years’ experience in security operations and information management in a similar environment.
  • Solid military, police or Navy academy qualifications with a focus on security and related operations.
  • Minimum 3 years’ experience in maritime security companies
  • Able to manage crisis situations.
  • Ability to prioritize a heavy work load and to delegate accordingly.  
  • Experience with personnel logistics and journey management procedures.
  • Solid experience in HSE and Security.
  • Security audit capabilities (ISPS certificate mandatory).
  • Excellent written and verbal communication skills.
  • Effective interpersonal and communication skills and accurate reporting, both written and verbal
  • Fluency in both written and verbal English, French and Portuguese
  • Fast learner, active and target oriented
  • Excellent skills in information collection and analysis procedures with a view to recognizing potential risks, threats and dangers.
  • An ability to exercise sound and strong management skills in times of crisis and emergencies
  • High sense of discretion and integrity when dealing with sensitive information
  • Professional attitude and the ability to build successful working relationships with contacts outside of the Company.
  • Experience in management of multicultural teams
