Job Title:                 Country Logistics Manager

Department:           Operations  

Reports To:             Operations In-Country Manager

Location:                 Luanda - Angola

                                                                      

Objective of Job:     Operate, coordinate logistics operations for cargo, vessels, assets, (…) in and out of the country.

         

OVERVIEW OF ROLE

 The Country logistics Manager has the responsibility to implement & manage the specific logistics linked to Cargo, Equipment, Vessels and Assets. 

Responsible for the efficient, timely and accurate delivery of Logistics services to customers within area of responsibility. Responsible to lead, accompany, manage the In-Country Operations Logistics team.

This task shall be executed within the out most respect of all Subsea7 procedures, code of ethics and HSES policy.

 

RESPONSIBILITIES

  • Be the single point of contact for organization of Logistics activities in Angola. (Freight Forwarding, Shipping agency, transportation, handling, storage, customs clearance…).
  • Issue and follow up with Operations department, Projects, Internal Departments, Offshore Resources and agent the requests related to logistics in Angola.
  • Work with clients (if required) to understand process and support on importation and exportation of material, equipment and vessels in Angola.
  • Lead, accompany, manage the In-Country Operations Logistics team. (Port Captain, Coordinators, Assistant…)
  • Guides and assists Logistics Leads and Logistics Coordinators allocated to Projects, departments when required on his area.
  • Monitor and guide on evolution of laws, decrees, related to logistics and customs in Angola.
  • Develop the documentation, guidelines and procedures related to Shipping, Merchant Marine, Freight Forwarding (…) in Angola.
  • Responsible to develop and maintain strong archive system, records for all Freight forwarding files, shipments from requests, to Payment, including customs declaration and associated documents.
  • Participates in initiatives such as development of tools & process.
  • Follow up & Report all project’s cost commitments, related to Logistic activities, to Projects Management and In-Country Operations Manager.
  • Work with projects and departments to check volumes, costs consistency and report accurately. Daily control and follow up of requests, files, to monitor and anticipate workload for in country organization.
  • Ensure compliance with company rules pertaining to cost commitments and cost control.
  • Ensure In-country Logistics team take ownership for transportation, transit and customs clearance of all material and equipment, in Angola.
  • Ensure all logistics Operations are anticipated, well prepared, monitored and done efficiently as per HSES policy.
  • Management of the importation/exportation of goods and transfer to worksites for projects, vessels (…).
  • Liaise with Master of Marine units and ensure full assistance is provided in terms of support, such as Fuel, Oil, Food, Waste, Fresh water, Spares supply, Medical support, …
  • Participate in selection of suppliers on Projects in line with internal processes. Control and administration of Suppliers and subcontractors. Maintaining and developing networking with local logistics providers and authorities.
  • Liaise with logistics agents and services providers for any issue and any potential claims.
  • Support identification and promotion of synergies between Projects, departments in relation to Logistics activities.
  • In-country Focal Point for Logistics elements associated to Tender deliverables (Develop Transportation Plans, Costing sheets, benchmarks, guidance to support Tenders).
  • Potential missions, site visits during mobilization/Demobilization phases of Construction vessels, and if required.
  • Develops self and encourages development of others
  • Expected to contribute to creating a culture of ethics and integrity within Subsea 7 and ensure familiarity with and adherence to our Code of Conduct.

 

EXPERIENCE/QUALIFICATIONS

 Essential

  • Significant experience in a previous Logistics role Manager
  • Experience in a similar position abroad with direct management of multicultural teams
  • Minimum Ten years’ experience in Oil & Gas Business within logistics
  • Strong knowledge of customs regulations, transit, Shipping rules and marine regulations
  • Good knowledge of Cost Control Procedure and Reporting
  • Excellent administrative, time management skills and communications skills.
  • Effective interpersonal and communication skills and accurate reporting, both written and verbal
  • Able to work under pressure
  • Knowledge of Health, Safety & Quality
  • Microsoft Pack office – Advanced
  • Fluent in English (oral and written)

 Desirable

  • Experience with Security/Tracking
  • Knowledge of SAP Software
  • Portuguese and French (nice to have)
