Seaway 7 has an exciting opportunity for an Assistant Vessel Operations Manager to join our busy onshore operations team. This position will be based out of our Zoetermeer office and is open to both staff applicants.

The Assistant Vessel Operations Manager is the vessel’s main point of contact for project and tendering teams, providing continuity of knowledge regarding the vessel’s capabilities, performance, cost base and technical library.

During project execution, the Assistant Vessel Operations Manager supports the Project Manager/Project Operations Manager and the Offshore Management Team (OMT) to deliver the vessel program according to schedule, whilst ensuring constant, efficient and safe ways of working.

The Assistant Vessel Operations Manager is expected to regularly visit the vessel during port calls and during offshore operations.


The Assistant Vessel Operations Manager is responsible for:

  • Delivering a vessel to the project that:
    • operates safely
    • operates efficiently
    • is fully ready to operate (mobilisation)
    • remains fully operational throughout the project life
  • Identifying the most efficient field-to-field transition between projects.
  • Optimising Persons on Board (POB) in agreement with Project Manager, i.e. numbers, skills, organisation, origin etc., to fulfil project needs.
  • Continuously improving vessel safety and operational performance.
  • Carrying out the Performance Management Review (PMR) of direct reports, i.e. Offshore Manager and ensuring that the PMRs of indirect reports, i.e. Construction Crew, are carried out in due time.



  • Support tender teams in provision of vessel information (capability, capacity), best practices and cost input.
  • Review and understand the cost drivers and build-up of the vessel day rate together with POB.
  • Review and agree offshore schedule relevant to vessel.
  • Provide technical expertise to review suitability of installation procedures and equipment planned to be used/mobilised.
  • Participate in technical reviews and, if required, meetings with clients when the expertise of the vessel is required.

Project Preparation

  • Participate in technical reviews and risks assessments as required.
  • Validate installation procedures.
  • Agree with project Responsibility Matrix for vessel readiness, Mobilisation/demobilisation and offshore work.
  • Review and agree offshore schedule relevant to vessel; develop mobilisation and demobilisation schedule including all stake holders constrains.
  • Liaise & coordinate activities with all internal service providers, i.e. Offshore Resources, etc.
  • Allocate offshore personnel for design reviews, HAZID, HAZOP, HIRA etc. as requested by project.

Vessel Readiness

  • Responsible for the vessel preparation:
    • Single point of contact between project and Offshore Resources to ensure marine readiness of the vessel; With the Project Team support, organise Client audit on own Vessel
    • Ensure project consumables and equipment are mobilised by Project in due time, ready to be loaded on the vessel
  • Maintain up to date SOPs / standard lifts plans.
  • Ensure that the risk assessment database is updated for vessel generic activities.
  • Define with Project Manager, the POB required for project operations.
  • Liaise with Vessel Superintendent to allow proper manning of the Marine Crew.
  • Ensure personnel and crew changes are planned for the duration of the project.
  • Liaise with Offshore Staffing to ensure that the training matrix and certificates of offshore crew are up to date according to Seaway7 standards and project requirements.
  • Ensure Project logistics plan is suitable for the vessel, including crew change organisation and 3rd party chartered marine spread.

Operations including Mobilisation and Demobilisation (to be read in conjunction with RACI Responsibility Matrix discussed with Project team)

  • Allocate offshore personnel for attendance at SIT, mobilisation preparation, etc.
  • Prepare together with Project/Engineering/OR and execute mobilisation plan.
  • Depending on RACI Matrix, prepare and/or review ‘mobilisation-notices’ for intermediate port calls and demobilisation.
  • Monitor that Project Execution Plan is followed by OMT and adjust Project Logistic Plan accordingly.
  • Monitor vessel progress and performance - identify and implement improvement measures.
  • Liaise between projects to maximise the re-use of equipment, e.g. ROV, survey, etc., to minimise mobilisation/demobilisation costs. This may also include project specific fabrication items such as pile deployment frames etc.
  • Attend and Lead daily conference call with Project to ensure regular follow up of project needs in terms of personnel, equipment, planning etc.
  • Manage 3rd party chartered fleet assigned on project, e.g. Barges, Tugs, Support vessels etc. That includes following activities:
    • Master instructions
    • (re)-flagging
    • Anchor handling procedures
    • Barge mooring procedures
    • Weather forecasting
    • Planning
    • Tow manuals
    • Portcall
    • Crewchanges
    • SIMOPS
  • Allocate and Manage the Ops Rep(s) on project sites/yards/vessels.


  • Third-level technical or similar university degree, with experience in offshore industry and offshore experience from construction vessels.
  • Proven ability to solve operational problems without supervision and deliver effective results to internal clients.
  • Contribute to creating and managing a positive HSEQ culture within Seaway 7, providing safety leadership and championing Seaway 7's critical safety behaviours.
  • Strong sense of accountability.
  • Strong organisational capacities.
  • Outstanding communication and leadership skills.
  • Fluent in English.
