DESCRIPTION OF FUNCTION

  • Position based in Suresnes offices and reporting to the GPC & AP Tenders and Projects SCM Manager as deputy.
  • Accountable for the performance of the SCM activities on a selection of GPC & AP Tenders and Projects as assigned by the GPC & AP Tenders and Projects SCM Manager.
  • Contribute in identifying and implementing the procurement synergies between GPC & AP Tenders and Projects and potentially with other Regions.
  • Functionally responsible for a part of the pool of GPC & AP SCM people based in Suresnes office and working on Tenders and Projects, their development and career evolution.
  • Contribute in planning and allocating of adequate SCM resources on GPC & AP Tenders and Projects. Shall contribute in the optimization of SCM resources and synergies between Tenders and Projects as part of a global management of SCM resources within GPC & AP
  • Contribute in the development of SCM Tools/Process to support the execution of GPC & AP Tenders and Projects
  • Responsible for the development of relationship with some suppliers not covered by specific Category management.

2.   KEY RESPONSIBILITIES

  • Shall ensure a procurement strategy has been defined, reviewed and validated at the start of each Tenders and Projects. Such procurement strategy shall be aligned with GPC & AP and Corporate general procurement strategy.

On Tenders:

  • Ensure the implementation of the SCM Roadmap for Tenders.
  • Responsible and accountable for the competitiveness and the robustness of the proposed procurement strategies and budgets. Shall approve the bid comparisons and budget recommendations, as well as the proposed SCM organization and manhours budget for the project execution.
  • Responsible for the validation of SCM Tender deliverables to the Tender team.

On Projects:

  • Responsible and accountable for the execution of the proposed procurement strategies and the final delivery and performance of the supply chain scope as per safety, cost, schedule, quality, integrity and sustainability requirements of the projects.
  • At project start-up, ensure proper hand over between SCM Tender and SCM Project teams.
  • Support the Project SCM Manager in preparing the Project procurement plan/strategy.
  • Ensure SCM rules and principles, processes and work instruction are implemented within projects.
  • Define with Project SCM Manager the SCM scope of work, organization, staffing and related budget for the Project.
  • Ensure the implementation of the PO Delivery Model
  • Ensure the implementation of the GPC & AP SCM tools (PO delivery Tool, PO card tool, …)

Functional governance :

  • Shall support commercial negotiations when required.
  • Identify and promote synergies between Projects and across Regions; develop all possible advantages in term of contracting and procurement strategy.
  • Ensure that other functions integrate SCM needs in their processes.
  • Contribute in developing and maintain a consistent and comprehensive SCM SharePoint site for Tenders and Projects.
  • Ensure lessons learnt from Tenders and Projects are adequately captured and capitalized with appropriate tools; Ensure dissemination of such lessons and make sure they are taken in consideration in future Tenders and Projects.
  • Attend to GPC & AP SCM department weekly meetings (Projects and Tendering) and communicate about key subjects / events for Projects and Tenders under his/her perimeter.
  • Responsible to run COMPASS conversations to review the performance, set some clear objectives and discuss development plans.
  • Responsible through the ‘EFD’ to define development, training and coaching actions to ensure the SCM personnel has suitable qualifications for their role and to support development plans.
  • Responsible together with others GPC & AP SCM functional managers to maintain up to date our Resources Tool to support the management of the GPC & AP SCM resources, anticipate the needs and support the definition of the recruitment plan.
  • Contribute in the recruitment, integration, training and coaching of new comers into GPC & AP Tenders & Projects SCM team based in Suresnes.
  • Allocate SCM people to Tenders and Projects and ensure they have consistent and clear job description and objectives.
  • Contribute to the continuous development/improvement of the GPC & AP SCM tools
  • Ensure the best use of SAP Ariba
  • Maintain ISO 9001 Certification by implementing SCM procedures and keep an auditable SCM process.

  • The Paris SCM Manager is authorized to commit the Company and carry out his duties within the approved Budgets.
  • Select SCM personnel for employment.
