The Fabrication Senior Engineer is the point of contact, both internal and external with Client, for floating substructures (“floaters”) serial fabrication matters on RFI, Tenders, FEED and Projects. During projects the Fabrication Senior Engineer is integrated in the project team. The Fabrication Senior Engineer can also perform work on various studies.

During the Win phase (RFI, tendering, FEED), the Fabrication Engineer develops serial fabrication methodologies, schedule and execution plans  and/or optimisations for Floaters industrialization, based on their serial and lean fabrication experience. They shall interface with the fabrication subcontractors to assess/qualify serial fabrication capabilities.

During execution, they shall regularly visit the fabrication sites to liaise with Fabrication Site Representatives and Fabrication Subcontractors.

 

SPECIFIC KEY RESPONSIBILITIES & ACTIVITIES

Under responsibility of Tender Lead or Project Manager :

  • Ensure fabricability of floaters (primary steel, secondary steel and secondary equipment,) designed in-house or by sub-contractors and propose design modifications when required
  • Prepare preliminary fabrication plans adapted to serial fabrication for floaters industrialisation.
  • Interface with fabrication yards to ensure a strong preparation and a safe and on time execution of the fabrication, testing and load-out activities as per the Client quality requirements. Propose optimisations of the fabrication plan.
  • Report to the Tender Lead/PM all HSE and delay issues, and propose recovery plans if necessary
  • Interface with Client counterpart on any fabrication matter both in office and on site
  • Interface with other project disciplines to ensure alignment with fabrication requirements
  • During Tenders, the Fabrication Engineer is responsible for defining, evaluating and proposing the fabrication solution of the Tender Execution Plan
  • During Projects and/or FEED, the Fabrication Senior Engineer is responsible for the preparation and delivery of his or her fabrication package safely, on time and according to project contract requirements

General:

  • Promote HSSE (Health, Safety, Security & Environment) aspects during the preparation, the execution of the fabrication, the testing, the load-out and sea-fastening activities
  • Ensure findings and actions following PHA (Preliminary Hazard Analysis) and HIRAs (Hazard Identification and Risk Assessment) level 1 have been implemented in Project specifications and Yard procedures
  • Ensure & contribute to the achievement of the fabrication within the HSE targets set in the Subsea 7 HSE Policy
  • Participate in Yards/Suppliers fabrication audits
  • Provide Technical assistance to Supply Chain Management (SCM)
  • Review & know Company specifications
  • Perform studies and compile information to define and update the fabrication process

Tenders:

  • Participate in the KOM and weekly Tender coordination meeting
  • Propose Clarifications and Qualifications on Company specifications
  • Contribute actively to the fabrication strategy development
  • Review MTO (Material Take Off) and requisition
  • Review Client CPI list and confirm requirements
  • Review Preliminary engineering drawing and advise potential optimisations
  • Prepare and validate Fabrication Scope of Works (SOW) for the different fabrication packages
  • Review and clarify subcontractors offers for the SOW and prepare Bid comparison tabulated table between potential fabrication subcontractors and do technical recommendation
  • Prepare preliminary planning of Fabrication and ensure alignment between offshore planning, tender planning and his or her estimation of the fabrication schedule
  • Prepare fabrication manplan for the project and communicate fabrication manhours estimate
  • Prepare Fabrication Plan or Execution Plan paragraph concerning Fabrication for submission to Client, including strategy, local content plan, previous experience, etc.

Projects:

  • Participate in the KOM and relevant weekly or ad-hoc project discipline meetings to ensure complete preparation and follow-up of his or her fabrication package
  • Set-up and instigate necessary meetings allowing several disciplines to work together to solve issues relevant to his or her scope
  • Participate to Design Engineering phase (including review of fabrications drawings) to ensure fabricability of equipment being designed and implementation of previous lessons learnt, as required
  • Ensure engineering deliverables to the yard (AFC drawings, answer to TQs and deviations…) are submitted as per project schedule or in the minimum time to ensure the Fabrication Yard activities are not delayed. When needed propose recovery measures and work with Engineering and Fabricator to minimise impact
  • Plan, prepare and deliver Fabrication Scope of Works and FAT Specifications
  • Ensure MTO are prepared and delivered in accordance with project schedule. Review requisitions and ensure they are issued with adequate contingencies and testing material
  • Write and/or check requisition of fabrication & FAT consumables when required
  • Review Purchase Order (PO) to ensure conformity with requisition
  • Be responsible for Material Reconciliation and ensure continuity from project start to completion
  • Follow closely delivery of all the raw material and incorporable equipment necessary to fabricate his or her scope. When needed propose recovery measures and work with Client, SCM team and Fabricator to minimise impact
  • Drive issuance of, review and comment on supplier and subcontractor documentation to ensure compliance with project requirements, including drawings, ITP, schedules, fabrication sequence, FAT and SIT procedures, etc. Ensure Fabricator complies with Hold and Witness points agreed in the ITP during the project.
  • Follow welding & Non Destructive Tests (NDT) qualification process: qualification of welding & NDT procedures, qualification of Yard operators. Drive readiness of the documentation to allow the start of the fabrication activities
  • Prepare & attend pre-production meeting
  • Ensure that the Technical Queries (TQ) and Non-Conformance Reports (NCR) are properly issued by the site and answered by Company and/or the Engineering team in the shortest timeframe possible. Facilitate and participate in the answer to these TQs and NCRs. Ensure that answers are implemented in the different procedures and drawings incorporated in the As-built Dossier
  • Drive the readiness process for Client, Subsea 7 and Fabricator to have everything set-up prior to each critical step of the fabrication (PPM, WPQTs, Fabrication start, Piping welding start, FAT start, Load out)
  • Prepare/participate to HIRA (Hazard Identification and Risk Assessment) relative to fabrication and handling on Yard
  • Manage interfaces with fabrication Yard or fabrication supplier during the whole course of the project
  • Follow-up and witness fabrication of equipment and associated traceability - in agreement with Quality Control (QC) -, as required
  • Follow the FAT and Site Integration Tests (SIT), as required
  • Participate actively in the production and the update of the project fabrication schedule after project award and work with Fabricator to confirm float is sufficient
  • Monitor fabrication schedule from Fabricator and advise Fabrication Manager of any slippage. Interface with Fabricator and Subsea 7 Site team to propose remedial actions.
  • Assist the fabrication Manager, as required
  • Drive the completion of punch lists on each structure of his or her package
  • Ensure Sail-Away and As-built dossiers are consolidated (in agreement with QC)
  • Prepare fabrication completion report & lessons learnt at the end of the project

 

KEY QUALIFICATIONS / EXPERIENCE

  • Engineering Degree or equivalent qualification plus at least 5 years relevant experience preferably in Renewable offshore business, experience with serial and lean fabrication of offshore structures.
  • Knowledge in welding, fabrication, pressure tests, painting, inspections, design or installation of structures, drafting. Basic knowledge in material specifically steels,
  • Capability to manage individuals within the project or tender and interface with personnel both internal and external to the project/tender to deliver project commitments
  • Ability to motivate other members of project/tender team or supplier to deliver project commitments
  • Ability to plan and organise his or her work
  • Ability to work both at office and on Yard with workers teams
  • Fluent in written and spoken English
  • In addition to common compulsory safety training, lifting & rigging level 1, HIRA+MOC, SSOW, Permit to Work, Toolbox Talk & Working at Height are recommended
