Deputy Project Procurement Manager  

Location: Sharjah- UAE

Within Africa, Middle East & Caspian region (AMEC), we safely execute Subsea and Conventional projects which connect seabed wellhead infrastructures to surface facilities such as platforms and floating production systems. We are actively present in a significant number of countries in Africa, Europe, Caspian Sea, Middle East and Asia

 

KEY ACCOUNTABILITIES

  • Accountable for development and implementation with Project Management, Engineering, Fabrication, Operations (and others as appropriate) of the SCM strategy and plan addressing sourcing locations, project unique requirements, procurement packages / scopes, milestone activities and duration, all structured to meet engineering, construction and installation deadlines.
  • To ensure the post order activities through to close out are performed.
  • Ensure effective interfaces through developing productive working relationships.
  • Drive the deliverables and actions to enable the procurement activities and milestones to be met in support of the Project.
  • Support the development of the supplier database.
  • To be involved in the accelerated procurement of materials, components, equipment and spares.
  • To identify purchase requirements and requests for quotations.
  • To conduct supplier evaluation and selection according to the base product features and the extended product features.
  • To meet internal customers’ needs and ensure continuity of material supply by preventing interruptions of the flow of materials.
  • Focused on cost, risk, innovation, being commercially astute and performance driven in support of the Projects’ goals.
  • Compliance and effective deployment of the Group SCM Policies, Procedures, and requirements contained within the Management System.
  • Providing regular and accurate status on the progress of the activities by means of appropriate reports.
  • Close out of procurement files (including assessment of Subcontractor or Supplier performance) completion of these for archiving and / or hand over to a customer at Project completion in accordance with the Group policy on retention of records and what is specified in the Contract.
  • Provision of a Project Close Out Report incorporating SCM Lessons Learnt and analytical data related to SCM activities on complex projects where appropriate, in an agreed format.

AUTHORITY/DIMENSIONS

  • Operate within the Business Code of Conduct.
  • Operate according to Subsea 7’s Management Principles.
  • Implementation and compliance with Group policies and strategies.
  • For level of authority see ‘Expenditure and Authorisation Specification’ and delegated Procurement Authority to sign/award subcontracts and purchase orders.

  • Legal/Contracts & Project Management:
  • Agree flow downs relevant to scopes of supply/work against Contract requirements what T&C’s require approval to deviations, consultation and those SCM can deal with (Contracts to give guidance/input)
  • Working with Project Management, Contracts, Project Control, Engineering, Fabrication and Installation to:
  • Ensure effective interfaces and drive the deliverables and actions to enable the SCM activities and milestones to be met in support of the Project schedule
  • resolve any issues which could adversely affect SCM progress, or Project schedule / cost
  • Ensuring all cost details and delivery dates are passed to Project Controls for every Award, Change Order and/or potential Change Order, also any potential Back Charges by us, or claims from Subcontractors or Suppliers yet to be agreed.
  • Ensuring Finance are kept informed of any commercial disputes related to potential Back Charges or Over Short and Damaged deliveries, to ensure we retain sufficient monies to cover these.
  • Communicates regularly with SCM team members within the Project team by use of briefing sessions.

QUALIFICATIONS

  • Holds a relevant degree or equivalent. Additional qualifications from a professional body are desirable.

EXPERIENCES

  • Extensive experience in Saudi Aramco Projects especially on managing the post award activities of Bends/WOL/Concrete Mattresses etc
  • Focus for P/L invoices
  • Minimum 10 years of experience and knowledge of subcontracts, purchasing, expediting, quality control and logistics in the offshore or subsea purchases in the oil and gas industry.
  • Strong contractual background.
  • Experience in the procurement of large items / packages (greater than $10M).
  • Good leadership, management, interpersonal, communication and networking skills.
  • Has relationship management, business process improvement experience and actively seeks to deliver performance improvement.
  • Networks with other SCM members to gain insights, lessons learnt and share their experience and best practice.
  • Ability to develop others potential.
  • Encouraging production of new ideas.
  • Encouraging a culture of transparency by acting consistently with integrity.
  • Ability to isolate core issues within complex problems and able to move easily between the big picture and the detail.
  • Ability to be insightful in identifying the needs of customers.
  • Ability to set performance goals, allocate responsibility, link achievement to reward and actively monitoring progress and provide supportive feedback.
  • Having experiences with Saudi Aramco and / or in Qatar will be preferable
