Senior Supply Chain Subcontract Specialist 

Location: Sharjah- UAE

We are actively present in a significant number of countries in Africa, Europe, Caspian Sea, Middle East and Asia.

 

ROLE OVERVIEW

The SCM Subcontract Specialist will have operational responsibility for management of all assigned SCM activities and resources to Project or Tender, as required by SCM Manager. 

The SCM Subcontract Specialist is accountable to the Project Manager or Tender Project Manager for the success of the SCM activities and deliverables assigned in accordance with agreed schedules, milestones and cost.

The incumbent will need to be focused on cost, risk, innovation, being commercially astute and performance driven in support of the Projects/Tenders goals, including compilation of subcontracts, negotiations, preparation of award documentation and post award management.

All personnel are expected to contribute to creating a positive HSEQ culture within Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.

All personnel are also expected to provide leadership in creating a culture of ethics and integrity within Subsea 7 and ensure familiarity with and adherence to our Code of Conduct.

 

POSITION OVERVIEW

Key Responsibilities & Activities          

  • Accountable to Project/Tender Manager or SCM Lead (where appropriate) and functionally to SCM Manager for the development and implementation (with Project Management, Specialising, Fabrication, Operations - and others as appropriate) of the SCM strategy and plan addressing sourcing locations, project/tender unique requirements, procurement packages / scopes, milestone activities and duration, all structured to meet Specialising, construction and installation deadlines and maintaining profitability.
  • Compliance and effective deployment of the Group SCM Policies, Procedures, and requirements contained within the Management System.
  • Understand and implement Subsea 7 Due Diligence and Supplier Code of Conduct processes.
  • Ensure the implementation of project and Company HSES and Quality Objectives.
  • Coordinate with all relevant in-house departments to ensure all requirements are included to prepare/issue the Request for Quotation (RFQ) to the suppliers of the Bidders lists.
  • Prepare the Project Special Terms & Conditions of Awards (including flowdowns from the Main Contract), in consultation with the Contracts Manager and Project Manager.
  • Source best specification and price from approved vendor list and based on approved SCM strategy within the Tenders, Project and/or Vessel & Assets.
  • Perform commercial and contractual analysis, schedule evaluation of bids, and incorporate technical evaluation from Specialising and/or, QAQC. Finance, Contracts and Legal & HSE.
  • Finalise the bid summary and make recommendations to the Project/Tender Manager for technically acceptable solutions.
  • Prepare and obtain signature of the Awards or contracts according to the Company and projects authorization matrix.
  • Coordinate with Expediting, Quality Control and Logistic functions throughout the progress of the Awards and Post Awards.
  • Post Award leadership and administration of major and minor SCM packages, including management of Change Orders ensure adherence to Contract requirements including contract price/budget, schedule and technical compliance.
  • Capitalise from lessons learned and ensure work is performed in accordance with best practice, striving to mitigate risk, promoting safety and integrity consistently.
  • Provide regular and accurate status on the progress of the activities by means of appropriate reports.
  • Ensure proper closing out of the Purchase Orders/Subcontracts with Suppliers/Subcontractors.
  • Ensure feedback and supplier performance evaluations are carried out upon completion of works by using the Supplier performance assessment.
  • Ensuring the growth of SCM competence and personnel development.

 

KEY QUALIFICATIONS/EXPERIENCE

  • Degree in a relevant discipline 
  • Minimum 5 years’ experience in Offshore Oil&Gas Sector specifically related to SURF, Pipeline and/or Platform Installation
  • Minimum 3 years’ experience with SCM Activities (Vendor Qualification, Subcontract Compilation, Placement and Post Award Management, Frame Agreements, Procedures/Work Instructions, Purchase Orders)
  • Strong knowledge of contracting principles and a successful track record of subcontract negotiation will be highly regarded.
