The GPC & AP Governance & Assurance Manager is responsible for the management and oversight of the GPC & AP Governance Process. Reporting directly to the GPC & AP HSEQ Director.


The role is strategic within GPC & AP Region, and has accountability to support the GPC & AP HSEQ Director with the implementation of strategic change required to improve Governance, Assurance and Predictable Performance. The Governance & Assurance Manager will target through Governance and Assurance a tangible Return on Investment (ROI) and loss prevention to have a sustainable impact on GPC & AP profitability, efficiency, and Continual Improvement (C.I) culture.


Governance & Assurance is intrinsically linked to the key deliverables within the GPC & AP 3 Year Strategic Quality Plan, which are:
• Performance – Quality to enhance the performance of our projects.
• Customer Value - Deliver further value to our clients through quality and Continual Improvement.
• Collaboration - Support the Group reshape, and grow smartly, to deliver the quality foundations across Subsea 7.
• Safety - Improving GPC & AP safety performance through a more integrated approach to safety and quality.
The Governance & Assurance Manager has responsibility to support the GPC & AP HSEQ Director to develop and implement the GPC & AP HSEQ Governance Framework and process.
This GPC & AP Governance Framework overview:

• Compliance & Verification
• HSE & Quality Local Management Team reviews.
• Predictable Performance
• HSEQ Risk Management
• Linkage into process full life cycle approach in respect to C.I.


The Governance & Assurance Manager will support the Senior GPC & AP Quality Manager and GPC & AP Management Team, Functions and specifically the Quality Function to enhance the performance of our projects through a shift in approach to Governance and Assurance.


GPC & AP Governance & Assurance Manager is expected to undertake an active and visible role in the day-to-day oversight of our safety performance, and to ensure our Safety Value is delivered consistently throughout GPC & AP Region; and furthermore, to ensure that Governance process enhances our safety performance.


All personnel are expected to contribute to creating a positive HSEQ culture within Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.


All personnel are also expected to contribute to creating a culture of ethics and integrity within Subsea 7 and ensure familiarity with and adherence to our Code of Conduct.

 

GENERIC KEY RESPONSIBILITIES & ACTIVITIES

• Contributes to the strategy, direction, and Leadership of GPC & AP HSEQ Function as a whole.
• Integral to support the GPC & AP VP to incorporate the vision, strategies, and objectives of the wider GPC & AP Region.
• Oversees the development and execution of GPC & AP audit plan and ensures that the audit plan is risk-based and aligned to GPC & AP risk profile, and objectives.
• Supports the Senior GPC & AP Quality Manager in the setting and monitoring of actual performance versus the audit plan.
• Provides support, education, awareness, and training across Functions to build risk and governance awareness within GPC & AP.
• Deliver a joined up and co-ordinated approach to Governance and Assurance to ensure there is appropriate governance and process in place.
• Coordinates the GPC & AP Quality/Local Management Team review, meetings.
• Supports the Subsea 7 Group approach to Predictable Performance as detailed within Group Predictable Performance Assurance Guideline (GD-GL-QMI-005).
• Analyses data and trends as outputs from audits and reviews in order to find areas for growth and learning.
• Responsible for supporting the Project Quality Managers and Project Managers within GPC & AP to identify, report significant deviations in line
the Group Predictable Performance Assurance Guideline (GD-GL-QMI-005), using the Predictable Performance Decision Tree in monthly pre- PMSR reviews.
• Participates as a member of the the GPC & AP Regional Bi- Monthly Predictable Performance Steering Committee reviews.
• Prepares and presents inputs from a Governance & Assurance Perspective into GPC & AP Management Reviews.
• Works in an integrated and collaborative way with the GPC & AP Continual Improvement Leads.
• Responsible for actively supporting engaging and promoting a step change in culture within GPC & AP to move towards a Performance mindset for our people.
• Act as a mentor and coach to Functional Directors and Project Management Teams in Governance & Assurance aspects.
• Supports the GPC & AP HSEQ Director to drive the standardisation, compliance/Governance and efficiency of Quality Functional/business policies, processes, and systems across GPC & AP
• Monitors the implementation of and adherence to Group Predictable Performance Assurance Guideline (GD-GL-QMI-005).
• Provides strategic direction, leadership, supervision and mentoring to direct reports, and indirect reports.
• Supports the professional and career development of Self and the team through continued professional training, mentoring, on the job development
• Contribute to creating and champion a culture of Quality Leadership within GPC & AP by acting as a catalyst for step-change in quality performance, fostering excellent working relationships with other internal Functions.
• Support the Quality Function capitalising from lessons learned and is performed in accordance with best practice, striving to mitigate risk, promoting safety and integrity consistently.
• Develops a constructive and professional relationship with all stakeholders.

KEY QUALIFICATIONS/EXPERIENCE

• Professional degree in Business, Commercial, Quality, Risk Management, or related qualification.
• Experience knowledge and understanding of the characteristics of effective Governance & Assurance.
• Strong understanding of database structures, reporting tools and computer systems.
• Should have good organizational and planning abilities including the ability to deal with/work under pressure and tight deadlines.
• Should have strong analytical/problem solving and quantitative abilities
• planning.
• Must be a self-started and able to think outside the box with a learning and performance mindset.
• Demonstrate a long-term orientation and future focus in respect to Governance.
• Proven communication skills with highly effective influencing and enabling skills.
• The confidence to advise at GPC & AP Vice President (VP) & Director level, even in difficult, contentious, or challenging circumstances.
• Committed to cultural change and dedicated to improving performance in line with GPC & AP mission and vision.
