Lead Subcontract Specialist

Responsibilities:

Responsible for the development and management of all supply chain activities starting with strategic sourcing, contract management, and supplier development with eventual responsibility for taxation issues, import/export, within a Project Organization.

  • Manages Procurement & Subcontracts Functions required at Project level:
    • Organize and lead regular Project Supply Chain interface meeting with other stakeholders.
  • Ability to manage and delegate the work within a team.
    • Ensure clear and regular reporting to Project and line Manager.

 

  • Pre-Award Order Management:
      • Proactively and professionally engage with internal customers to understand their specific requirements linked to end user commitments.
      • Identify potential Bidders including any alternative source of supply. Participate to maintain up to date the Company Supplier Management Systems (Pre-Qualification, Requalification, Due Diligence, Risk Profile, etc.)
      • Ensure a proper management of each items/services to be procured/subcontracted from Request for Quotation till final Recommendation to Award, including leading the negotiation on commercial and contractual qualifications
      • Draft the Subcontract in SAP Ariba

 

  • Post-Award Management:
      • Set-up and arrange Kick-off Meeting with the Supplier or Subcontractor.
      • Ensure proper and effective follow-up of all Subcontracts till delivery or completion through regular meetings.
      • Manage any Change Orders, Notification Windows, Contractual documentation
      • Expedite Supplier Documentation Carry out regular Project procurement financial reviews and provide input to Project Cost Controllers.
  • Be accountable for the accurate financial and progress reporting within or outside the Project, as required.
      • Perform SCM close out of projects ensuring all invoices are paid, completion certificates executed, and performance assessments are compiled

 

  • General:
      • Support Project achievement in identifying and reporting value
      • Educate internal customers and interfacing functions on SCM processes
      • Interfaces with the Project Logistics Coordinator to ensure timely delivery and best shipping strategy (both internationally and domestic)
      • Interfaces with SCM peers in other Projects to identify synergies

 

Job Requirements:

  • Authorized to work in the United States without restrictions (Possess or able to obtain a valid US passport).
  • Bachelor’s degree or higher in supply chain management, procurement, logistics, or related discipline.
  • 10+ years of experience in Supply Chain, Strategic Sourcing, Contract Management and/or Procurement management experience with a minimum of 5 years at management level with oversight of direct reports.
  • Good knowledge of SAP / SAP Ariba
  • Professional certification in supply chain or supply chain management, is preferred.
  • Manage, train, and mentor the team to improve their performance for the supply chain and strategic sourcing function.
  • Experience with successfully setting up, developing, managing and innovating a supply chain or procurement management function in an international environment.
  • Assist with the development and implementation of the Global Supply Chain Management strategy and roadmap
