Estimating Manager- AMEC

Location: Paris- France

 

Description of Role

The AMEC Estimating Manager is responsible for the development of a diverse, multi-location team of estimators, and the effective line management of estimators located in Europe, and functional management of estimators located in Singapore.

The Estimating Manager shall coordinate the allocation of estimating resources to tenders and ensure personnel have the required competency to effectively perform their duties.

The Estimating manager provides overall quality assurance on the accuracy and completeness of cost models for all AMEC tenders.

The AMEC Estimating Manager shall support and deliver relevant insight toward all costs aspects to the area Tendering Director/Manager and Sales & Marketing Director for all their executive management engagements. 

 

LOCATION

Either based in Suresnes or Singapore offices, as most of the estimating team is divided equally between these two locations, the estimating manager shall be required to perform travel if required to ensure that an effective functional management is available to all estimators.

 

KEY RESPONSIBILITIES

 

Owner of the Estimating Process

  • Ensure all estimates strictly comply with the Subsea 7 tendering process and Business Management System requirements
  • Act as an authority of the core estimating competency for all tenders within the Africa, Middle East, and Caspian Region, and support other Regions if a regional tender is developed in another location.
  • Align, develop and maintain the relevant standard estimating methods, processes, procedures and tools, taking benefits of the know-how and the legacy of both Singapore and Paris office.
  • Support the effective training of newcomers and continuous improvement towards EcoSys.

Tender Delivery

  • Assign estimators to tenders, ensuring adequate resources are deployed and supported to be effective in the role
  • Review and endorse all estimates, providing assurance of accuracy and completeness and alignment with the tender WIN strategy
  • Participate in key tender reviews and executive gate reviews, as required, to provide assurance of tender cost model
  • Establish and maintain a broad network of stakeholders to ensure efficiency in the tender cost build up.

Team Management and development

  • Effective line management of a diverse, multi-location team of estimators, supporting their career development and training to maximize their performance on tenders
  • Resource assignment and recruitment, as required to reach a pool of versatile and skilled estimators to meet current and anticipated work on AMEC tenders and Field Development Group.

Continuous Improvement

  • Develop, improve and maintain a suit of estimating tools that allow a time-effective cost build up.
  • Develop and maintain a benchmark catalogue and cost databases to enable quick development of tender cost estimates to support tender strategy and budget preparation. Such covers Product Approaches, Activity Approaches, PMT and Vessel benchmarks across tenders and years.
  • Contribute to an effective feedback loop from executed projects to tenders, capitalizing and collecting returns of experience to support cost assessment improvement.

Required Qualifications and Skills

  • Committed to the highest standards of confidentiality and business ethics. Working in strict compliance with the tendering process
  • An effective line manager, motivated by personnel development, attentive to team and department needs
  • A strong work ethic, able to motivate a team to deliver against pressure and demanding schedules
  • Possessing a comprehensive understanding of the tendering process and/or the cost basis for EPCI tenders
  • Adaptable and motivated to deliver a robust and consistently accurate cost model for tenders from a diverse range of clients and geographical locations.
  • Possessing a comprehensive understanding of Subsea 7, our alliances and our business lines
