POSITION OVERVIEW
 
The SCM Subcontract Specialist performs a key role supporting Subsea 7 projects and functions. The SCM Subcontract Specialist may be assigned to a Project, Tendering, Long Term Agreements or Category Management. The SCM Subcontract Specialist is responsible for the successful delivery of complex third-party products and services; third party tender position; or the successful delivery of category strategies and resulting Frame Agreements when assigned to Long Term Agreements or Category Management. 

Subsea 7 has a requirement for an SCM Subcontract Specialist to join the UK & Global IRM (UK&GIRM) team based in our Westhill, Aberdeen office on a contract basis for an initial 12-month period.

SUMMARY OF RESPONSIBILITIES

  • Prepare RFQ’s, evaluation of received tenders and award of subcontracts ensuring adherence to the budget for the Subcontract and follow-up activities
  • Prepare and coordinate the execution of subcontracts and other supply documents in a manner that ensures compliance with procurement strategies, project procurement plan and SCM policies
  • Be accountable for the follow-up of subcontracts through the execution phase including coordination of other functions and key stakeholders
  • Proactively liaise and support internal clients with reporting of key deliverables,  3rd party budget and supplier performance with alignment to the project procurement plan.
  • As subcontract or Long Term Agreement representative act as the principle point of contact with the Supplier
  • In delivering subcontract activities (pre and post award), ensure the optimum commercial and contractual position for Subsea 7 is achieved and maintained
  • Manage any supplier and client qualifications; and ensure accurate summaries of reporting is carried out and submitted within the appropriate timescales
  • Post Award Manage nominated Long Term Agreements particularly timely renewals, annual bonus collection, issue resolution and reporting
  • Ensure Supplier Performance Assessments are created and completed, SCM capitalises from lessons learned, SCM activities are performed in consideration of best practice, and strive to mitigate risk
  • Input or participate in Category Strategies and ensure optimal utilisation of any Long Term Agreements
  • When leading or supporting a Category, ensure awareness of market trends or fluctuations particularly when recommending suppliers at Bid tender stage.
  • Proactively participate in or lead Global Category Networking groups where relevant
  • As category representative act as the principle point of contact with relevant Suppliers (with the exception of project specific post award activities)
  • Support SCM Manager/Team Lead and proactively drive and implement Company/SCM initiatives and objectives
  • Maintain awareness of 3rd party commitment forecast across the UK business (and globally for key categories) to ensure potential synergies are leveraged where appropriate
  • Ensure integrity in all Subsea 7 SCM activities and be driven by Subsea 7’s core values.
  • Perform Supply Chain activities within allocated area of responsibility, according to Company policies, procedures and systems; and any Client requirements as applicable
  • Maintain a working knowledge of legal requirements, Industry rules and regulations related to contractual documents, performance of contract work, quality assurance requirements and business relationships
  • Support and work with SCM Manager/Team Leads in providing solutions and options to projects and department requirements or objectives
  • Assist with any other duties that may be required for successful business delivery

AUTHORITY/DIMENSIONS 

  • Operate within the Company Code of Conduct
  • Operate according to Subsea 7’s Management Principles
  • Support standards and procedures for the SCM Function 

PERSON SPECIFICATION

  • Degree qualified preferably in a commercial, legal, business or engineering subject and/or SCM experience in the award and management of designed and engineered products and services within the Energy Industry (Subsea experience desirable)
  • CIPS (or other relevant industry qualification) desirable
  • Good understanding of contractual law, relevant regulations and legislation relevant to the Energy Industry
  • Ability to communicate at all levels, pro-active and open in communication with all interfacing parties both internally and externally
  • Excellent written and oral communication skills and fluency in English
  • Strong internal and external negotiation skills
  • Knowledge of engineering terminology
  • Experience with SAP/SAP Ariba is desirable
  • Working knowledge of Microsoft Office applications
  • Ability to multitask across different SCM activities, flexible in approach and possess the ability to change priorities as and when business or client needs dictate
  • Candidates should be able to solve problems using their own initiative. The role also commands strong organisational and time management skills.
