Senior Contracts/Subcontract Specialist

Reporting directly to the Pipeline Group SCM Manager, the role is responsible for defined elements of the pre and post award SCM activities associated with PG.

Along with existing Contracts/Subcontracts Specialist, the Senior will form part of a collaborative SCM and Tendering team who develop and deliver rigid pipelay tenders and projects to all Subsea 7 Regions, offering maximum value to the end client through locally tailored solutions, automation, and strategic supply chain partnerships. 

Our ideal candidate will be accustomed to driving the delivery of subcontracted products and services, leading supplier meetings in line with strategy, and providing mentorship and guidance to other team members.

This role presents an ideal opportunity for someone who has relevant commercial and contractual experience, who is highly numerate with excellent interpersonal, analytical, and administrative skills.  

A strong communicator, you will be accustomed to providing key updates to the team Manager, while collaborating with and advising colleagues and stakeholders.

Subsea 7 recognise that talent is found in all industries and whilst an understanding of commercial subsea project processes would be beneficial, this is not essential.   Key responsibilities include: 

  • Promoting awareness of and ensuring strict compliance with all Supply Chain Management (“SCM”) processes and procedures, including the Subsea 7 Code of Conduct, SCM Process for Procurement and Supplier Contracting Principles.
  • Supporting, on behalf of the budget holder, supplier selection, bid evaluation, recommendation, commitment and delivery of subcontracted products and services. Also review and amend existing frame agreements, as required.
  • Establish strong working relationships with key internal and external stakeholders.
  • Highlight areas of risk and opportunity to all relevant stakeholders.
  • Drive continuous improvement through the development of ideas and strategies.
  • Maintain a working knowledge of legal requirements, Industry rules and regulations.
  • Pre-Award / Tendering: Engage with internal stakeholders to understand their / the end client requirements, including attendance at internal tender kick-off meetings where required.
  • Take ownership for developing, tracking and delivering associated strategy, planning and documentation, ensuring best practice and due diligence in all areas.
  • Draft any contractual documentation required as part of the Request for Quotation (RFQ) package, including reviewing any main contract flow-downs, drafting subcontracts and Call Off Orders.
  • Issue, review and evaluate RFQs (from a commercial and contractual perspective).
  • Lead supplier negotiations across commercial, technical, contractual, operational, quality and safety perspectives actively targeting savings against budget.
  • Post-Award / Contract Management: Finalise and place subcontracts, call off orders and purchase orders as required.
  • Participate in the post-award kick-off meetings, identify, report and resolve issues.
  • Management of the Change Order process.
  • Provide activity and financial progress reports.
  • Execution of contract close-out activities ensuring that all completion certificates are issued, goods receipts and service entry sheets are entered into SAP, invoices are paid, Purchase Orders closed out, any bonds or guarantees are returned, residual warranty obligations are recorded, and a statement of final account is agreed.

PROFESSIONAL QUALIFICATIONS / EXPERIENCE

  • Degree qualified in a relevant subject.
  • SCM Professional Membership.
  • Demonstrable role relevant experience at this level.
  • Computer literate across the MS Suite and proficient in Supplier Management Systems.
  • Experience with SAP and/or SAP Ariba is desirable.
