SCM Senior Chartering Specialist - AMEC

DESCRIPTION OF FUNCTION

The main function of the SCM Senior Chartering Specialist is to assist the ME SCM Chartering Lead in finding and administrating chartered vessels. The SCM Senior Chartering Specialist will be dealing with all the chartering requirements for the entire duration of the Projects and ad hoc tender support as and when required.

Acting as expert on fixture of marine units ie Diving Support Vessel, ROV vessels, Heavy lift construction vessels, tugs, barges, supply vessels, crew boat etc.

 

KEY RESPONSIBILITIES

  • Ensure chartering category involvement for marine asset procurement activities, covering the entire project life cycle, from Request for Quotation till project close out.
  • Determination of the appropriate strategy with the ME SCM Chartering Lead, for the chartering requirements, always keeping continuous communications with the SCM Project Lead as well.
  • Development and implementation of chartering strategy for each requirement in accordance to the Project Schedule.
  • Work in accordance to Subsea 7 approved procedures, using available SCM tools and in accordance with Subsea 7 Business Code(s) of Ethic.
  • Discuss on daily basis with the ME SCM Chartering Lead the main chartering criticalities and potential synergies amongst the different projects.
  • Address specific SCM related requirements of Main Contracts or Client specification.
  • Prepare the Project Special Terms for chartering together with the Project Contract Manager and monitor carefully any liability and risks with Vessels Owners that may impact the Project in meeting these requirements.
  • Follow the List of Subcontractors pre-approved by Subsea 7, If needed, source and propose alternative Vessels Owners based on approved SCM strategy within the Project and solid technical justification.
  • Assist the ME SCM Chartering Lead to develop and supervise the regular updating of the Project Procurement Status Report and provide accurate and timely status reports of SCM activities for inclusion in the Project routine reporting and on other special occasions as required.
  • Coordinate with the various departments to ensure all requirements are included in pre-qualification and tender documents including flow down and prepare/issue the Invitation to Tender to the selected Vessels Owners.
  • Perform commercial and contractual analysis, schedule evaluation of bids,
  • and incorporate technical evaluation from Engineering, QA/QC & HSSEQ.
  • Finalize the bid summary and make recommendations to the ME SCM Chartering Lead for technically acceptable solutions.
  • Highlight all discrepancies in SCM processes, identify related risks and propose actions to minimize such risk.
  • Review the Internal Recommendations to Award as well as any documentation required for Client/ Company, making sure they include proper technical-commercial evaluation report and seek approval by the proper authorized personnel following the Main contract requirements.
  • Review Chartering subcontracts prior approval by the proper authorized personnel.
  • Organize the Kick off meeting with Vessel Owners, ensuring in particular that deliverables (including HSE’s), schedule, scope of work are clearly explained and understood.
  • Review all correspondences and take necessary actions as required.
  • Maintain all documents and files for each Award in an orderly fashion.
  • Continuously endeavours to optimise cost, quality and schedule flexibility in field of chartering.
  • Manage and negotiate all Variation Orders and get approvals commitment amendments with the support of Contract Engineers.
  • Ensure feedback and Subcontractors Performance Evaluations upon completion of works by use of the saving and Value Capture/Overrun Report and Supplier/Subcontractor Performance Assessment. 

JOB REQUIRMENTS

  • Min. 7 years in SCM function esp in Oil and Gas or 5 years in Chartering Roles in the Oil & Gas Business 
  • Degree holders in engineering; naval or relevant field. 
  • Proficient in English, with very good oral and written communication skills
  • Excellent analytical skills
  • Great negotiation skills
  • Great attitude and willing to learn
  • Contractual skills (familiar with subcontract or purchase order)
  • Bimco Charter Party in particular with Supplytime 2005/2017, Bargehire (plus skill but not mandatory)
  • Familiar with vessel charter (plus skill but not mandatory)
