OVERVIEW OF ROLE

 

The role of the Senior SCM Lead is to lead the Country SCM Team interfacing with Subsea 7 AMEC SCM Management and

  • Country Manager for Office requirement and
  • Project(s) SCM Manager for project requirements.

The Senior SCM Lead is managing its suppliers within the Country, between Projects, Tendering, function and country, and ensure that the SCM Processes and the AMEC / Project SCM Strategy are applied.

 

The main goals are:

Functional

  • Organise and manage the Country SCM team.
  • Set up of an ethical environment and ensure that suppliers are fairly treated.
  • Ensure that AMEC/Group SCM processes and tools are used.
  • Ensure that SCM tools are correctly deployed and used.
  • Support Project/Region action regarding local suppliers and local SCM Strategy.
  • Ensure all interfaces between the Country and the SCM department related to local contents issues.
  • Ensure a cost-effective and control delivery of goods/services by suppliers to the agreed scope, terms and conditions, specifications,… .
  • Ensure lessons learnt are captured, integrated in processes and tolls and disseminated.
  • Ensure all interfaces between the Country/Region and Project in order to control, manage and optimise the local transit and customs clearance; record and measure the process, propose improvement.
  • Manage operationally the in-country part of Subcontract delegated by SCM Manager and the Country Manager.
  • Ensure storage of all SCM files (RFQ, PO, subcontracts, transit, customs receipts and payments …).

Operational

  • Manage procurement of medium to complex “engineered” materials and/or services as allocated by the Project SCM Manager and ensure materials/services are delivered as per the Project or Tender Procurement Plan requirements (Time, Cost, Quality)
  • Pre-Award 
  • Participate to Supplier pre-qualification and selection
  • Prepare/issue request for quotation including all required information for Bidders to submit fit for purpose proposal.
  • Perform commercial and contractual analysis, schedule evaluation of bids, and incorporate technical evaluation from Engineering, QA, QC & HSE.
  • Finalise the bid summary and make recommendations to the Project SCM Manager and to the Project Manager for technically acceptable solutions.
  • Perform commercial negotiation, ensure the best deal for Subsea 7.

 

  • Award management
  • Prepare the Supplier Commitment Approval (SCA) and obtain approval.
  • Maintain the Project Procurement Plan up to date.
  • Initiate & expedite the PR & PO process in SAP.
  • Prepare Contract up to readiness for signature
  • Update Proc Plan and budget basis
  • Validate with other department man plan for Technical and QHSE supports
  • Update transportation plan

 

  • Post Award Management
  • Is the single Point of Contact with the Supplier and act as “PO Owner” up to delivery to the site team
  • Coordinate all Supporting activities with Engineering, QHSE, Doc Control, Cost Control,..
  • When dealing with Category related PO, report to Category Lead for any evolution of the PO
  • Organise the Kick off Meetings with Vendors, ensuring in particular that instructions related to Vendor documentation and to the administration of the Award are clearly explained and understood.
  • Use tracking tools available in the project
  • Challenge Supplier Documentation List to the sole relevant document.
  • Is accountable for the timely review and approval of Supplier documentation
  • Organise Pre-Production Meeting
  • Update SCM schedule and Procurement plan with progress and delivery dates
  • Ensure that transit requirements are considered, that actions and information to transit team is made or given in due time and that the product is effectively delivered without delay.
  • Ensure all actions are taken against QC issues raised, make sure all alarm and NCR are treated.
  • Report weekly or according to project requirement, on progress and opportunities.
  • Manage and negotiate all Variation Orders
  • Check suppliers invoices and the final account, obtain the corresponding close out certificate from Suppliers and issue the as-built revision of the Award

 

KEY RESPONSIBILITIES

  • Follow Subsea 7 Policies, Processes / Procedures and also propose improvement.
  • Support the Project and AMEC SCM strategy in term of Local content and set up local strategy
  • Define and propose local procurement sourcing strategy.
  • Ensure good coordination of the SCM team within the country and with the Project and AMEC SCM Team
  • Get the best deal from our Suppliers in term of Cost, Quality, price, contractual conditions taking in consideration all aspect of the business in commitments with suppliers.
  • Supervise the local SCM activities in projects (scope of work, strategy and schedule for procuring the goods, procurement package).
  • Ensure that an optimal coordination exists between the different SCM activities (procurement, follow up, transportation).
  • Permanently evaluate SCM performance and improve it.
  • Make sure lessons learnt are captured, consolidated in the processes and disseminated.
  • Develop and maintain a storage system of all files.

Quality

  • Prequalification of Suppliers/Subcontractors considering compliance, quality, safety records and performance evaluation.
  • Maintain ISO 9001 Certification for Procurement/Subcontracting.

AUTHORITY/DIMENSIONS

Functional

  • The Senior SCM Lead is authorised to commit the Company and carry out his/her duties, under the authority of the Project and AMEC SCM Manager and of the Country Manager, within the approved budgets and for the approved requisition for purchasing;
  • The Senior SCM Lead is not authorised to commit the Company on his own. Any commitment with third parties must be authorised by budget holders.

WORKING CONDITIONS

  • The majority of the work is carried out in the main office of the country.
  • Position based in Baku (local contract), Subsea 7 office.
