DESCRIPTION OF FUNCTION

  • The Category Manager is responsible for the management of all strategic categories of GOM and is accountable for the performance of the SCM activities related to those categories on GOM Tenders and Projects.
    • On Tenders, she/he is responsible and accountable for the competitiveness and the robustness of the proposed procurement strategies and budgets.
    • On Projects, she/he is responsible and accountable for the execution of the proposed procurement strategies and the final performance as per the safety, cost, schedule, quality, integrity and sustainability requirements of the projects.
  • The Category Manager manages the Category Management team of GOM including Category Managers, Contracts, Technology and Frame Agreements.
  • The Category Manager also manages the relationship with key suppliers of the categories. She/He ensure the collaboration is always productive and of good quality to maximize the benefits for the GOM and Subsea 7. She/He will be the SCM Sponsor of some strategic suppliers.
  • The Category Manager works with the Category Managers/Leads and the Supply Chain Director of GOM to develop the regional procurement strategy in each category. The strategies are then presented to the Regional Management Team of GOM for validation and possibly new orientation in line with the region’s overall strategy.

KEY RESPONSIBILITIES

The key categories under the responsibility of the Category Manager are: pipes & coating, flexibles, umbilicals & power cables, fabrication, flex-joints, valves, connectors, pre-commissioning & pull-in services. 

Category management:

  • Accountable for the quality of the daily relationships of the Category Managers/Leads with strategic suppliers.
  • Develop a senior relationship with strategic suppliers.
  • Be the SCM sponsor of some strategic suppliers.
  • Promote technical/commercial collaboration and innovation with strategic suppliers to differentiate Subsea 7 on the market.
  • Ensure we negotiate Frame Agreements with preferred Suppliers to expedite routine negotiations with them.
  • Accountable for the preparation of the global procurement strategies (including potential partnership with key suppliers) and the contribution to the global strategy by the Category Managers/Leads.
  • Responsible for the continuous improvement of the categories including inter-discipline actions. Liaise with Engineering, COEs, Technology and HSEQ as required.
  • Develop and issue a regular KPI reports to monitor the SCM performance on key categories.
  • Responsible for the development and the maintenance of the market price benchmarks (use of machine learning).
  • Responsible for the development of the SCM tools to improve the productivity and the added value of the category team. Ensure the best utilisation of SAP Ariba.
  • Attend the monthly calls of the Group Category networks.
  • Ensure a good communication between the Category Managers/Leads and their COE and Quality counterparts.
  • Ensure the Category SharePoint sites are regularly maintained by the Category Managers/Leads with updated and relevant information.

 

On Tenders:

  • Liaise with the Tender Leads to understand the commercial drivers of the Tenders and supervise the category team accordingly.
  • Review and approve the procurement strategies and the recommended budgets proposed by the Category Managers/Leads.
  • Support or perform the negotiation with Suppliers.
  • Propose and coordinate the partnership agreement with Suppliers
  • Identify and implement synergies with other Tenders, Projects and Regions.

 

On Projects:

  • Liaise with the Project SCM Managers to understand the requirements of the projects.
  • Overview the final negotiation and the placement of the purchase orders / subcontracts of the key categories.
  • Support the execution of the purchase orders / subcontracts of the key categories in case of commercial dispute. Drive negotiations with Suppliers as required.
  • Ensure the supplier performance assessment and the lessons learnt of the key categories are issued in due time.
  • Responsible for the implementation of the mitigation actions and the continuous improvement initiatives of the key categories.

 

Functional Governance:

  • Responsible for setting-up an optimum category management organisation.
  • Develop and maintain an understanding of best industry practices regarding category management to ensure the organisation remains up-to-date and provides best support to the business.
  • Responsible for the recruitment, training, coaching and development of the Category Team.
  • Responsible for the planning and the allocation of adequate resources to Tenders and Projects.
  • Attend the weekly Tendering meeting and communicate related information and instructions to the category team.
  • Ensure SCM rules and principles, processes and work instructions are adhered to.

AUTHORITY/DIMENSIONS

Functional

  • The SCM Manager is authorised to commit the Company and carry out their duties within the approved Budgets.
  • Select SCM personnel for employment.
  • Approval of time sheets.

Commercial

  • Negotiations with Suppliers and Sub-Contractors
