DESCRIPTION OF FUNCTION

  • Project SCM Manager for EPCI projects
  • Position is based in Sutton office and reporting to the GPC & AP Tenders & Projects SCM Manager
  • Develop and implement the procurement strategy at the start of the Project collating the input from tendering work and from key Project team members and in accordance with GPC & AP and Corporate general procurement strategy.
  • You are responsible to the Project Manager for the growth of the SCM activities and deliverables in accordance with agreed schedules, milestones and cost, with focus on meeting the Project’s overall schedule and profitability.
  • The role will also suit someone with project management experience in the oil and gas and energy industry.

 

KEY RESPONSIBILITIES

  • Set up an optimum Project SCM organisation in terms of resources and ensure the right organisation is set-up for each PO or Subcontract.
  • Manage the dedicated SCM resources assigned to the Project.
  • Review the main Contract.
  • Prepare the Project procurement procedure and ensure that the SCM personnel assigned to the Project are aware and work to approved procedures and in accordance with Subsea 7 Business Conduct Policy.
  • Review and finalise the Project Bidders Lists based on Company and Subsea 7 approved Suppliers Lists and in accordance with the approved SCM Group strategy.
  • Prepare the Project Special Terms & Conditions of Awards (including flow-downs from the Main Contract) with the assistance of the SCM Contract Engineer.
  • Ensure the implementation of HSES Objectives.
  • Make sure the PO Delivery model (SCM Owner works in straight collaboration and team spirit with the Technical Owner and the Quality Owner and develop with them a sense of co-ownership for the delivery of the PO) is well understood by the Project SCM team and other disciplines on the Project and implemented on each incorporable PO or Subcontract.
  • Ensure the SCM function takes the full ownership of each Project PO or Subcontract from receipt of requisition to final delivery.
  • Ensure that others functions on the Project integrate SCM needs in their processes
  • Prepare the Project Instructions to Supplier document.
  • Set up Project SCM tools and ensure they are used by the Project SCM team : SAP Ariba, SAP, PO Delivery Tool, PO Card Tool…)
  • Develop and maintain a consistent and comprehensive Project SCM sharepoint.
  • Organise the Project SCM Kick off Meeting.
  • Develop and oversee the updating of the Project Procurement Plan in collaboration with others disciplines through a weekly Procurement Plan meeting
  • Ensure the enquiries are issued in line with contractual requirements and Subsea 7 procedures
  • Ensure technical and commercial discussions with Suppliers and Subcontractors take place in a professional and ethical manner.
  • Shall support commercial negotiations when required
  • Review bid evaluation tables and recommendations (summarized in SCA), and ensure their approval by the proper authorised personnel.
  • Coordinate the preparation of Awards.
  • Review of all Subcontracts before signature
  • Approval of PO or Subcontract in SAP when amount < 1 MUSD
  • Follow-up of SCM budget and report any major deviation.
  • Ensure coordination on the Project between SCM and Engineering, QA, QC, HSE, Schedule, Operations and Project Management by developing a weekly Expediting Plan Meeting with the support of PO Progress Cards
  • Develop / reinforce the use of Convergence Plan and Risk approach for the execution of PO or Subcontract.
  • Set-up and deliver a monthly costing review with Project Controls with the support of the PO Cost Follow-up sheets
  • Ensure overall coordination on the Project between Procurement and Transit activities
  • Provide regular and accurate status of SCM activities by means of appropriate reports to Project Management team and to SCM function.
  • Attend Project weekly meeting with Client
  • Ensure proper closing out of the Contracts with Suppliers/Subcontractors.
  • Provide a Project Close out Report incorporating SCM lessons learnt and analytical data related to SCM activities.
  • Ensure Assessment of Suppliers are performed in time when required
  • Support SCM function by leading COMPASS interview with SCM resources dedicated to the Project

  • Operate within the Business Code of Conduct
  • Operate according to Subsea7’s Management Principle
  • The Project SCM Manager is not authorised to commit the Company on their own. Any commitment with third parties should be authorised by budget holders.
  • Negotiations with all Subcontractors/Suppliers.

CAPABILITY PROFILE – KNOWLEDGE, SKILLS, EXPERIENCE AND BEHAVIOURS

  •  Degree in a relevant discipline (Engineering or Business) or qualified by experience
  • Appropriate experience in a at least one of the Supply Chain areas of expertise
  • Proven leadership and ability to coach and guide more junior colleagues

 

WORKING CONDITIONS

The majority of the work is carried out in the Sutton office. Some travel worldwide are likely.
