SITE HSE OFFICER (SHO)

Role Summary:

This position is responsible to assist the Site Manager and Supervisors in all matters regarding the health and safety of personnel, the correct status of the safety equipment and the preservation of the environment, in relation to the execution of Project and Marine operations and in compliance with Subsea7 HSE policies and procedures. This position will report to the Project HSE Advisor any deviation to Group procedures, rules and policies.

Key Responsibilities: 

  • Assist in HSE induction and familiarisation process
  • Assists Supervisors in providing job-specific inductions
  • Assist in developping Hazards Identification and Risks Assessments to the Project’s needs
  • Assist in specific job requirements in accordance with Permit-to-Work (PTW) system
  • Organize the safety zones and make sure that all safety rules are properly displayed and respected
  • Assist in routine checks to ensure that personnel, including subcontracted, are working in compliance with PTW system and Group Safety procedures
  • Promote HSE awareness on the workplaces
  • Promote Safety Observations System
  • Stops any unsafe practice/condition that potentially leads to an immediate danger to personnel, equipment and/or the environment and report without delay to line manager
  • Assist in the close-out of Safety punch list items
  • Assist in crew transfers to and from barge
  • Perform regular Safety inspections on the workplaces, according to planning
  • Takes initiative and provide input for improvements of the HSE matters
  • Act as Fire Team member
  • Assist in operations (cargo handling, marine operations etc)
  • Participates in all UE (Undesired Event) analysis
  • Advises the Site Manager for UE reporting and carries out the investigations
  • Prepares the periodic HSE reports and dispatch them to the Project HSE Advisor
  • Monitors the subcontractors’ HSE performance
  • Liaises with Client’s HSE representative on site
  • Ensures that appropriate Emergency Response Plan are implemented and regularly tested
  • Takes initiative and give input to improvements of the HSE procedures and guidelines
  • Advises on HSE legislation where required

Authority/Dimensions:

  • Act independently of all other functions to ensure compliance with rules, regulations and procedures, and to initiate corrective actions as necessary.
  • Assist in providing HSE leadership to improve work-site behaviours
  • Be proactive in challenging unsafe acts, conditions or procedures
  • Encourage the use and maintenance of controls, standards and procedures to protect people and the environment against effects caused by work-site activities.
  • Identify and report on HSE concerns.
  • Assist in initiating, recommending or providing solutions through designated channels.
  • Assist in the implementation of HSE solutions.
  • Report to management when it is judged that activities would have an adverse effect on HSE aspects of the work.
