OVERVIEW OF ROLE

 

Responsible for planning, organizing, managing, overseeing, and controlling smoothly all the services and activities performed on the shore base and supporting offshore activities. Support the accomplishment of marine activities, fleet/vessel operations, port operations, logistic services procurement process, logistic service contract management, HSE compliance, emergency response, best practices, technical audits, and documentation services (SS7 IT Systems).

 

Based in Westgate Office in Houston, TX, reporting to Regional Operations Manager, Operational Base Manager, the individual is accountable for delivering projects and Business activities within Subsea 7 Gulf of Mexico.

 

The position will be onshore based; therefore, the candidate will be required to be resident in-country; however, there may be options of rotations, if possible, to suit personal and business needs.

 

Critical elements of this role include onshore project operations, safety performance, client satisfaction, and business growth. They may take on the responsibility of profit and loss responsibility subject to business demands. In collaboration with the Regional Operations Manager, the individual will ensure that local relationships with key stakeholders are established and compliant in the delivery of projects in the Gulf of Mexico.

 

The individual must be capable of driving all Services and Project Delivery Teams, setting the pace, and ensuring project teams are collectively working towards the successful delivery of project requirements in the country.

 

The Operational Base Manager will manage Site Base Coordinators, one coordinator per operating base, to ensure that Subsea7 Values comply; this includes continuous conveyance of the safety leadership message to every team member in designing safety into equipment, procedures, and operations plans. 

 

All personnel expect to contribute to creating a positive HSEQ culture within Subsea 7 and ensure familiarity with and adherence to local HSEQ codes and practices.

 

Specific Key Responsibilities & Activities

 

  • Ensure shore base activities are carried out in compliance with all relevant Company procedures and legal requirements
  • Ensure 24/7 safe, reliable, cost effective and environmentally responsible fleet and cargo transfer operations
  • Manage shore base personnel, supervising their daily activities, identifying and addressing any resource needs (people and assets)
  • Develop and maintain an effective team environment working with the Project Operations Manager, Project Engineering Manager, SS7 Vessels (OM/Captain), and Subsea 7 technical, logistical, and operational support functions
  • Coordinate the engagement and use of third-party services and equipment at the shore base in an efficient way to meet operational and HSE requirements in the most cost-effective manner
  • Reinforce technical assistance and expert testimony for marine operations
  • Contribute to the security, quality, and effectiveness of the marine operations within the framework of international regulations and Company rules
  • Ensure technical analysis in the maritime field and bring solutions and axes of progress allowing technical improvements in the field of offshore operations
  • Planning and implementing proactively offshore supporting activity, preventing the arising of any marine problems/issue
  • Maximizing performance to meet and/or exceed company and departmental goals by effectively managing marine and financial performance
  • Provide support for logistic services procurement process (i.e., marine advice, scope of work, bills of quantity, preparing and evaluating pre-qualifications and contract tender package)
  • Act as the main point of contact for Company Contractors
  • Manage contracts and contracts activities execution at the base effectively, ensuring the swift and effective resolution of any issue, advising, and supporting the Contract Holder accordingly
  • Providing logistical inputs and advice to other departments as and when required
  • Implementing and effective use of SS7 logistic software (TEAMS, Synergi, MS Project and MS tools)
  • Supporting on development of logistics resource planning, procedures, and policies to support offshore activities
  • Ensure full adherence and implementation of relevant HSE management plans
  • Management of Site Base Coordinators and ensuring overall responsibility for the site and for applying the HSE integrated management system, including the execution of safe lifting and hoisting operations
  • Focal point for the day-to-day running of the onshore base and the mob and demobs of assigned projects
  • Primary point of contact with the Project team for planning and coordination of operational activities and provision of project
  • Ensures all project incidents are fully reported via SS7 systems, investigated, and appropriate corrective actions are implemented in a timely manner
  • Ensure that problems arising within the execution of the projects are communicated and, understood by the relevant staff involved in the project and followed through to a satisfactory conclusion
  • Actively promotes company values, culture, and associated behaviors with all staff, clients, suppliers, partners, and industry organizations
  • Supervision of facilities and personnel also liaison with and coordinate local vendors, local authorities, local partners, and 3rd party suppliers
  • Ensure that all documentation used during or resulting from the projects is controlled in accordance with company's quality procedures and systems
  • Responsible for regional annual budgets for GoM and is responsible for costs throughout the year to ensure that the annual budget is achieved or bettered
  • Must produce work of a high standard to Management that is accurate, focused, and detailed. Create and present management reports of a technical nature
  • Responsible for maintaining the Operational Base Sharepoint site, ensuring Goods In/Out registers are up to date and latest information is up to date and accurate for regional knowledge reference
  • Coordination with equipment manager and ensuring Inventory7 is up to date relative to equipment/material on responsible locations.

Logistics’ Interface

  • Monitor local logistic support and assist / help as required
  • Find the best approach and cost-effective solution for moving project equipment and material to / from work-sites
  • Support Project Engineers and Logistics Coordinator

 

 

Mobilization / Demobilization

  • Coordinate with the respective Project Operations Manager to plan mobilizations and demobilizations. Ensuring overall state of readiness and ensuring roles and responsibilities are clear identified and adhered to
  • Site base support for mobilization and demobilization activities
  • Assist with the development of the Port Call in conjunction with the Site Base Manager
  • Support coordination of base or yard activities for cargo stagging as directed to support onshore operations
  • Support on necessary resources to support shore side mobilization activities
  • Monitor and work in conjunction with that all project equipment are timely demobilised and returned to suppliers and their respective inventory system

 

 

Health, Safety, Security and Environment (HSSE)

  • Promote and facilitate project team awareness of company QA and HSE procedures
  • Validate a suitable Permit-To-Work (PTW) system is in place for all onshore work-sites
  • Participate in Synergi reports in closing necessary remedial actions
  • Assist on JSA execution on site

ORGANISATION STRUCTURE

 

Reporting and accountable to the Regional Operations Manager, the Operational Base Manager commonly interfaces with the Site Base Manager on preparations liaising with the Logistics Coordinators, SCM, Project Operations Manager and Lead Engineers.
