Overview

 

We are looking for a motivated, detail-orientated Quantity Surveyor / Senior Quantity Surveyor experienced in large high value Civil or Construction / Heavy Engineering Projects, alternatively role related PQS experience.

 

Our ideal candidate will demonstrate leading end to end projects from pre and post contract award.  This includes cost advice and planning, managing contract documentation including tendering and contractual arrangements.

 

Working within our Contracts team, this newly created role will offer challenge, learning and long-term development opportunities within a global organisation.

Some domestic or international travel may be required to support our global operations.

 

What will you be doing?

 

The Quantity Surveyor sits within Supply Chain Management (SCM), Contracts and Chartering function, part of Subsea7’s wider Offshore Resources (OR) group.

 

OR is responsible for providing, and ensuring the operational capability of, the vessels, equipment, crew and onshore support facilities that power Subsea7 projects and offshore operations worldwide.

 

The Quantity Surveyor will provide efficient, cost-effective and value-adding procurement and contract management support to the OR group aligned with Company procedures.

 

A varied and exciting role within an operational environment, it has responsibility for a broad range of high complexity / criticality products and services including, but not limited to, major CAPEX projects, vessel technical stops, modifications, upgrades, and dry dockings.  

 

The role will also provide guidance and advice to less experienced team members to enable their personal development.  Other responsibilities include:

 

Cost Estimation & Planning

 

  • Calculating quantities and cost for materials, labour and timeframes
  • Input to feasibility studies and assessment of Project viability
  • Preparation and overseeing of Invitation to Tender Packages, contracts including Bills of Quantity and schedules of rates as applicable.
  • Evaluating tenders and producing recommendations for award based on commercial/contractual criteria
  • Identifying and implementing strategies for the management of risk, value engineering and cost control measures including management of change.
  • Design and implementing Site Query / Instruction process, control and manage change

 

Contract Management

 

  • Lead negotiation on Contracts and work schedules
  • Liaise with Team on matters such as risk and disputes
  • Monitoring and reporting on subcontractor performance and stages of completion
  • Stakeholder Consultation
  • Understand Stakeholder requirements and ensure deliverables meet their needs
  • Provision of advice on cost management and project delivery
  • Provide guidance and direction to less experienced team members 

 

Financial Management

 

  • Ensure Projects are completed within budget
  • Management of Payment and Financial records
  • Participate in Conducting cost analysis and variance reporting

 

Procurement 

 

  • Implementing procurement strategies for project requirements 
  • Sourcing of and purchase of materials
  • Supporting the procurement group with Contractual guidance
  • Ensuring quality and delivery of goods and services aligned with contract terms.
  • Site visits to assess potential new Suppliers
  • The establishment and on-going management of historic cost registers 
  • Attendance at Subsea7 Vessels and sites to assist in formulation of Scopes of Work 
  • SOW gap analysis and identification of additional information to ensure risk reduction.

 

Project Delivery

 

  • Ensures all processes are fully understood and adhered to by participating project members.
  • Monitoring project progress, identify potential issues and solutions.
  • Ensuring Projects are completed and closed out to the required standards, with lessons learned fully shared, documented and changes implemented.

 

Value Engineering 

 

  • Identifying opportunities to improve project value and reduce cost and schedule.

  • Degree level qualification in Quantity Surveying 
  • Experience working in a similar role in the construction, marine, subsea or offshore sector.
  • Commercial acumen, experienced in contract and project management, can identify and understand the commercial drivers and challenges of the business.
  • Effective interpersonal and communication skills, both verbal and written.
  • Demonstrates credibility and professionalism at all times, possesses the ability to engage, influence and negotiate at all levels internally and externally.
  • A collaborative worker who builds effective relationships across all levels of a highly diverse global business.
  • Highly numeric with experience of budget management, report writing and presenting.
  • Risk focused, accomplished analytical skills able to work with detail and accuracy.
  • Solutions focused, will suggest and develop new methods and ways of working.
  • Pro-active and solutions-focused, committed to continuous improvement and seeks to identify improvements, will challenge the status quo.
  • Effective planning and organising skills, able to identify and effectively prioritise workload and reliably meet multiple, often competing deadlines.
  • Able to navigate changing priorities within an ever-evolving 24/7 global business.
  • Demonstrates initiative and ownership to deliver workload unsupervised while flexible to support wider team activities.
  • Pro-actively maintains and shares subject matter knowledge, establishes effective working relationships with external industry and regulatory bodies.
  • Diligently promotes and ensures adherence to HSEQ, Company and legislative requirements.
  • Ability to guide, mentor and develop less experienced team members.
  • IT Proficient, including Microsoft Office and information management tools.
  • Ability to undertake international travel to other work sites in line with project requirements.
