Title: Port Captain

What will you be doing?
The Port Captain ensures Subsea 7 owned and subcontracted vessels working for Saudi Aramco are operated safely, efficiently, and in full compliance with Saudi Aramco requirements, statutory and class regulations, and company HSEQ standards. The role leads vessel readiness for on‑hire inspections, crew familiarization and evaluation, and acts as the primary interface to Aramco marine entities (QA&CU, RMO, PMT/OPD) and port authorities in the Kingdom of Saudi Arabia.
• Reports to: Marine Assurance Manager (OOK/Regional).
• Location: In‑Kingdom (KSA) with frequent travel to ports (Ras Tanura, Ju’aymah, Duba, Jeddah, Jizan, Tanajib) and project sites; occasional regional and international travels as required.
Key Responsibilities
• Vessel Compliance & Readiness: plan and execute pre‑on‑hire inspections and sea trials; present vessels for Aramco on‑hire; attend and close findings.
• Marine Assurance: coordinate OVID/third‑party inspections; ensure corrective actions are closed before client attendance.
• Crew Compliance: compile and verify Key Marine Personnel CV packages; manage familiarization, rank‑specific assessments, and evaluations with QA&CU/Proponent.
• Safety Leadership: implement company and Aramco HSEQ requirements; conduct quarterly safety inspections and CEHA checks; participate in incident investigations and audits.
• Operational Support: support pre‑rig‑move/final rig‑move meetings; liaise with QA&CU, RMO, PMT/OPD; manage vessel defect/breakdown reporting and rectification.
• Documentation & Communication: maintain current Aramco rules, manuals, and safety communications onboard; issue safety and marine instructions to fleet.
• Interface Management: coordinate with vessel owners/technical superintendents, MWS, inspection agencies, port authorities, and internal project/crew resources.
Operational Responsibilities & Procedures (In‑Kingdom)
A. Vessel Compliance & On‑Hire Readiness
• Verify statutory/class certificates, manning, lifesaving/firefighting gear, and critical systems before any client attendance.
• Plan and conduct pre‑on‑hire inspection and sea trial; confirm readiness against contract, BMVS&R, SAMCVS&R, and Operational Manual scope.
• Ensure current Saudi Aramco Ports & Terminals Rules book is onboard; brief Master on port/terminal specific rules and reporting.
• Attend Aramco on‑hire inspection with vessel management (if available); record findings; lead close‑out and evidence submission to QA&CU/Proponent.
B. Crew Familiarization, Evaluation & Approvals
• Compile Key Marine Personnel CV packages as per Aramco requirements; verify licenses, sea service, and training validity.
• Run structured familiarization (≥2 weeks for new officers or as required), complete rank‑specific assessments, and submit evaluation requests.
• Coordinate with QA&CU and Proponent for practical/theoretical evaluations; manage re‑evaluation plans when required.
C. Safety Leadership, Audits & Incident Management
• Lead quarterly safety and CEHA inspections; issue safety communications and ensure vessel notice boards carry current bulletins.
• Participate in internal/external audits and client spot checks; track actions to closure.
• Support investigations for marine incidents/near misses; ensure corrective and preventive actions are implemented and verified.
D. Marine Assurance
• Schedule and host third‑party inspections aligned with project milestones; ensure readiness and operator evidence files are current.
• Analyze inspections’ observations and drive systemic fixes across the fleet; trend performance and report to management.
What experience would we like you to have?
Qualifications, Certifications & Experience
• Master Mariner (STCW II/2) – Unlimited.
• Minimum 4 years’ experience as Master on offshore vessels of the type assigned; prior Port Captain or shore‑based assurance experience (≥1 year) on Aramco or Gulf projects preferred.
• Valid BOSIET/FOET with HUET, OGUK (or equivalent) offshore medical, H2S training.
• Demonstrated knowledge of Saudi Aramco BMVS&R, SAMCVS&R, Offshore/Marine Manuals, and Ports & Terminals Rules (latest edition).
• Familiar with OCIMF OVID/OVPQ and close‑out processes; ability to plan and host inspections.
• For DP vessels: working knowledge of IMCA DP guidance (e.g., M 103, assurance practices) and ASOG/CAMO; ability to verify DP documentation and trials readiness.
• Strong written and verbal communication; stakeholder management with client marine departments; competent with MS Office and reporting systems.
