Title: Lead SCM Engineer

Subsea7 are looking for a Lead SCM Engineer to join the Dubai office, on a staff basis. The Lead SCM Engineer oversees procurement activities for an Oil & Gas project, with expertise in forged items, WOL scope, and line pipe materials. They manage complex engineered materials and services, ensuring global accountability for delivery aligned with technical, safety, budgetary, and contractual requirements. The role supports local SCM strategies while contributing to global supply chain efficiency and cost-effectiveness. Additionally, the engineer promotes a strong HSEQ culture and upholds ethical standards, including compliance with anti-bribery and corruption regulations.
What will you be doing?
Pre-Award
- Coordinate with Engineering, QA, QC & HSE to ensure all requirements and contractual flowdowns are included in pre-qualification and tender documents; issue RFQs via SAP Ariba.
- Review and clarify bids with other disciplines, covering contractual, commercial, schedule, technical, quality, and HSE aspects.
- Finalize bid summary and make recommendations to Project SCM Manager and Project Manager.
- Lead commercial negotiations to secure best value for Subsea 7.
Award Management
- Prepare subcontract documents and Supplier Commitment Approval (SCA) with deviation matrix for management approval.
- Create PR & PO in SAP and expedite approvals.
- Ensure subcontract signature via DocuSign.
Post-Award Management
- Understand project scope, schedule, budget, and PO integration with overall execution plan.
- Assess supplier strategy, key execution steps, and associated risks.
- Identify PO risks and develop mitigation plans with stakeholders.
- Define and monitor PO convergence plan, communicate priorities, and address delays.
- Organize audits, KOMs, and PPMs; track supplier documentation and resolve technical queries and deviations.
- Escalate PO issues and lead resolution efforts with project team.
- Act as main contact for all PO-related matters; coordinate with Package Manager and other functions.
- Collaborate closely with Technical and Quality Owners to ensure successful PO delivery.
- Manage logistics, shipment documentation, and supplier coordination.
- Validate invoices, close out accounts, and obtain final certificates.
- Lead lessons learned sessions and reporting.
What experience would we like you to have?
- Degree in a relevant discipline (Engineering or Business), or qualified by experience.
- Minimum of 15 years' experience in Supply Chain Management, with sound knowledge of Aramco SCM processes.
- Strong understanding of procurement for forged items and weld overlay, preferably with Saudi Aramco-approved suppliers. Experience with cathodic protection and other piping items is preferred.
- Proficient in SAP/S4HANA, including RFQ processes.
- Not responsible for solving technical issues (handled by the Technical Owner), but able to follow technical discussions and assess potential commercial or schedule impacts.
- Cost-conscious and capable of challenging requests.
- Good knowledge of the offshore industry and complex items.
- Strong communication skills and a collaborative team player.
- Committed and engaged in meeting tight deadlines.
