Title: Lead SCM Specialist - Onshore Works

Short Description
Subsea7 are looking for a Lead SCM Specialist (Onshore Works) to join the Dubai office, on a staff basis. This role leads the procurement of complex engineered materials and services for oil & gas projects, with full accountability for delivery in line with project specifications, safety, budget, schedule, and quality. Supporting both local and global SCM strategies, the Lead SCM Engineer drives efficiency and continuous improvement. The role also promotes a strong HSEQ culture and upholds ethical standards and compliance across all activities.
What will you be doing?
Pre-Award
- Coordinate with Engineering, QA, QC, and HSE to ensure all requirements, including contractual flowdowns, are included in pre-qualification and tender documents.
- Issue RFQs to suppliers via SAP Ariba.
- Review and clarify bids with relevant disciplines, covering contractual, commercial, schedule, technical, quality, and HSE aspects.
- Finalise bid summary and recommend supplier to Project SCM and Project Manager.
- Lead commercial negotiations to secure best value for Subsea 7.
Award Management
- Prepare subcontract documents and Supplier Commitment Approvals (SCA), including deviation matrices for management approval.
- Create PRs and POs in SAP and expedite approvals.
- Ensure subcontract signature via DocuSign.
Post-Award Management
- Understand project scope, schedule, budget, and flow-downs, ensuring PO alignment with execution plans and interfaces.
- Assess supplier strategy, key milestones, and risks.
- Develop and monitor PO convergence plans, identifying key gates and readiness criteria.
- Organise audits, KOMs, and PPMs; track supplier documentation and resolve queries, deviations, and non-compliance.
- Highlight PO issues to the project team and lead resolution.
- Act as main contact for suppliers on all commercial, contractual, and coordination matters.
- Liaise with Package Manager and other functions to manage PO interfaces and constraints.
- Collaborate with Technical and Quality Owners to ensure joint accountability for PO delivery.
- Coordinate resources to ensure safe, timely, budget-compliant PO delivery.
- Prepare shipment documentation and liaise with transit agents for timely release.
- Verify invoices, manage final accounts, and obtain close-out certificates.
- Lead lessons learnt sessions and reporting.
- Follow SCM processes and use department tools throughout.
What experience would we like you to have?
- Degree in a relevant discipline (Engineering or Business), or qualified by experience.
- Minimum of 15 years’ experience in Supply Chain Management, with sound knowledge of Aramco supply chain processes.
- Strong understanding of onshore pipeline works, including trenching, road crossings, micro tunnelling, thrust anchors, and installation of items such as scraper receivers, jib cranes, MOVs, structural fabrication, painting, and site installation, as well as electrical and instrumentation works.
- Experienced in SAP/S4HANA, including RFQ processes.
- Not responsible for resolving technical issues (handled by the Technical Owner), but able to follow technical discussions and assess potential commercial or schedule impacts.
- Cost-conscious and confident in challenging requests.
- Good knowledge of the offshore industry, its specific characteristics, and complex equipment.
- Demonstrates strong communication skills and is a collaborative team player.
- Committed and proactive in meeting tight deadlines.
