Title: Senior SCM Specialist - Instrumentation

Subsea7 are looking for a Senior SCM Specialist (Instrumentation) to join the Dubai office, on a staff basis. This role involves leading the procurement of engineered materials and services for oil & gas projects, with a focus on topside instrumentation. The Senior SCM Engineer is accountable for ensuring timely and compliant delivery aligned with technical specifications, safety standards, budget, and schedule. Experience with Aramco projects is essential. The position supports local and global SCM strategies, promotes continuous improvement, and upholds high standards in HSEQ and ethical compliance.
What will you be doing?
Pre-Award
- Collaborates with Engineering, QA, QC, and HSE to ensure all requirements, including contractual flowdowns, are included in pre-qualification and tender documents. Issues RFQs via SAP Ariba.
- Coordinates bid reviews and clarifications across disciplines, covering contractual, commercial, schedule, technical, quality, and HSE aspects.
- Finalises bid summaries and recommends preferred suppliers to the Project SCM and Project Manager.
- Leads commercial negotiations to secure optimal terms for Subsea 7.
Award Management
- Prepares subcontract agreements and Supplier Commitment Approvals (SCA/CBE), including deviation matrices for management approval.
- Expedites PRs, creates POs in SAP, and ensures timely approval.
- Manages contract signature via DocuSign.
- Updates procurement plans and budgets.
Post-Award Management
- Understands project scope, schedule, budget, and flow-downs, ensuring PO alignment with project execution.
- Assesses supplier strategies, key milestones, and risks.
- Develops and monitors PO convergence plans, identifying key gates and readiness criteria.
- Organises audits, KOMs, and PPMs; tracks supplier documentation and resolves technical queries and deviations.
- Flags PO issues to the project team and drives resolution.
- Acts as the main contact for suppliers on all commercial and coordination matters.
- Works closely with Package Manager and other functions to manage PO interfaces and constraints.
- Collaborates with Technical and Quality Owners to ensure joint accountability for PO delivery.
- Oversees shipment documentation and liaises with transit agents for timely goods release.
- Verifies invoices, ensures SES completion, and manages final account close-out.
- Leads lessons learnt sessions and reporting.
- Provides accurate supply progress updates, identifies delays, and proposes corrective actions.
- Conducts supplier performance evaluations post-completion.
- Manages commercial and financial aspects of POs/subcontracts, including variations and cost forecasting.
- Adheres to SCM processes and tools throughout.
What experience would we like you to have?
- Degree in a relevant discipline (Engineering or Business), or qualified by experience.
- Minimum of 12 years’ experience in Supply Chain Management, including vendor qualification, issuing requests for quotation and purchase orders, PO follow-up, and close-out.
- Aramco experience is required for topside works involving instrument cables, field instruments, corrosion monitoring systems, junction boxes, instrument calibration, cable glands, gas detectors, telecom equipment, ESD modifications, DCS modifications, etc.
- Not responsible for resolving technical issues (handled by the Technical Owner), but must be able to follow technical discussions and assess potential commercial or schedule impacts.
- Cost-conscious and confident in challenging requests.
- Strong knowledge of the offshore industry, its specific characteristics, and complex equipment.
- Demonstrates strong communication skills and is a collaborative team player.
