Title: Senior SCM Specialist-Mechanical

Subsea7 are looking for a Senior SCM Specialist (Mechanical) to join the Dubai office, on a staff basis. This role oversees the procurement of engineered mechanical materials and services for oil & gas projects, ensuring delivery meets all project requirements including technical specifications, safety, budget, and schedule. The position supports SCM strategies at both local and global levels, drives continuous improvement, and promotes a strong culture of HSEQ and ethical compliance within Subsea 7.
What will you be doing?
Pre-Award
- Coordinate with Engineering, QA, QC, and HSE to ensure all requirements, including contractual flowdowns, are included in tender documents.
- Issue RFQs via SAP Ariba and manage bid reviews across disciplines, covering commercial, contractual, schedule, technical, quality, and HSE aspects.
- Finalise bid summary and recommend supplier to Project SCM and Project Manager.
- Lead commercial negotiations to secure best value for Subsea 7.
Award Management
- Prepare subcontract documents and Supplier Commitment Approvals (SCA/CBE), including deviation matrices.
- Create and expedite PRs and POs in SAP.
- Ensure subcontract signature via DocuSign.
- Update procurement plans and budgets.
Post-Award Management
- Understand project scope, schedule, budget, and flow-downs, ensuring PO alignment with execution plans.
- Assess supplier strategy, key milestones, and risks; develop mitigation plans with stakeholders.
- Define and monitor PO convergence plans, track progress, and address delays.
- Organise audits, KOMs, and PPMs; manage supplier documentation and resolve queries and deviations.
- Escalate PO issues and lead resolution with project teams.
- Act as main contact for suppliers on all commercial and coordination matters.
- Liaise with Package Manager and other functions to manage PO interfaces and constraints.
- Collaborate with Technical and Quality Owners to ensure shared accountability for PO delivery.
- Coordinate resources to ensure safe, timely, and compliant PO delivery.
- Prepare shipment documentation and liaise with transit agents for timely release.
- Verify invoices, ensure SES completion, and manage final account close-out.
- Lead lessons learnt sessions and reporting.
- Provide accurate supply progress updates, identify delays, and propose corrective actions.
- Conduct supplier performance evaluations post-completion.
- Manage commercial and financial aspects of POs/subcontracts, including variations and cost forecasting.
- Follow SCM processes and use department tools throughout.
What experience would we like you to have?
- Degree in a relevant discipline (Engineering or Business), or qualified by experience.
- Minimum of 12 years’ experience in Supply Chain Management, including vendor qualification, issuing RFQs and POs, PO follow-up, and close-out.
- Aramco experience required for topside works involving piping and fittings (bulk), barred tees, scraper receivers, etc.
- Not responsible for resolving technical issues (handled by the Technical Owner), but able to follow technical discussions and assess potential commercial or schedule impacts.
- Cost-conscious and confident in challenging requests.
- Strong knowledge of the offshore industry, its specific characteristics, and complex equipment.
- Demonstrates strong communication skills and is a collaborative team player.
