The Quality Control Manager is responsible for providing expert guidance and oversight in the effective management of quality control activities across onshore and offshore operations. This role supports the delivery of quality management and continuous improvement initiatives across projects and functions within the designated area of responsibility.
The ideal candidate will have extensive experience in construction and installation activities, including welding, coating, piping, pipeline, E&I, structural and spool fabrication, as well as offshore pipeline installation, jacket and topside installation, flexible, cable and umbilical installation, hook-up and commissioning (HUC), and pre-commissioning activities.
We are looking for talented Quality Control Manager with minimum 12 years overall of direct work experience as a QC Manager of Oil & Gas projects construction & Pre-Commissioning quality, ISO 9001 QMS requirements, activities and resources (i.e., supervising a minimum of ten (10) quality Personnel). The successful candidate must be flexible and willing to relocate to project workstations as required.
The candidate must possess the necessary qualifications and/or experience to work with major clients such as Saudi Aramco, Qatar Energy, ADNOC, and similar organizations.
What will you be doing?
- Support the ME Project Quality Stream Manager in achieving excellence in quality performance and delivery across Subsea 7 projects.
- Develop, approve, and implement Project Quality Management Plans and Audit Plans in accordance with contractual, regulatory, and internal requirements, in collaboration with the project management team and ME Project Quality Stream Manager.
- Ensure all project personnel are aware of quality requirements; conduct inductions and organize training sessions as needed.
- Establish and implement project-specific QC procedures, administration processes, and Inspection & Test Plans as outlined in the Project Quality Assurance Plan.
- Lead Quality, Inspection, and Project teams to ensure consistent application of quality standards throughout the project lifecycle.
- Manage Non-Conformance Reports (NCRs) and supplier/subcontractor performance issues, ensuring timely resolution and documentation.
- Oversee the management of improvement suggestions and customer complaints, ensuring appropriate follow-up and closure.
- Support the Predictable Performance process by ensuring robust corrective and preventive actions are applied to internal quality failures and supplier issues.
- Promote quality incident reporting and lead investigations, including root cause analysis and resolution.
- Ensure compliance with the agreed format for compiling the Master Document Register, including both paper and electronic records (As-Built documentation).
- Monitor and audit project quality activities to verify effective implementation of the QMS.
- Evaluate subcontractors and vendors to ensure they meet project quality requirements.
- Ensure quality requirements are clearly defined in Invitations to Bid, Purchase Orders, and Scopes of Work (SOW).
- Post-award, review subcontractor Quality Management Plans to ensure alignment with client and Subsea 7 expectations; initiate audits as necessary.
- Coordinate with clients on construction and installation activities, including onshore and offshore pipeline, jacket, and topside installations.
- Manage QC inspectors and third-party inspectors (TPIs) for inspection activities at onshore and offshore sites.
- Appraise product quality in accordance with specifications, procedures, drawings, and quality plans.
- Review construction and installation data books upon work completion.
- Identify non-quality trends and advise the Project Quality Manager on resolution strategies.
- Establish and implement effective corrective and preventive action plans to address deficiencies and prevent recurrence.
- Verify the closeout of punch list items at both onshore and offshore locations.
- Conduct project quality surveillance, monitor system and process effectiveness, and ensure customer feedback is used to drive continuous improvement.
- Supervise quality control functions, including inspection schedules and the collection of quality records.
- Allocate and oversee quality control personnel across site activities; assess the qualifications of inspection personnel.
- Ensure quality records are signed off by the client prior to final handover.
- Prepare weekly and monthly quality reports as per project requirements.
- Support the cost control team with documentation required for invoicing.
- Manage cost allocation for quality functions within the project.
- Oversee manpower planning in alignment with current and future project needs.
- Provide quality input during project risk and opportunity assessments.
- Support the Engineering function in ensuring quality in design.
- Establish and integrate readiness review programs into project mobilization and equipment readiness processes.
What experience would we like you to have?
- A diploma / degree / qualification in Engineering / Quality Management.
- Internationally accredited (i.e. IRCA or ASQ) Quality auditor training course and examination for ISO 9001 latest version.
- CSWIP 3.1 / 3.2
- ASNT NDT Level III or II in RT, UT, PT, VT & MT.
- NACE qualification as per applicable discipline if any
- Supervisory experience of projects related to EPC Oil and Gas production, petrochemical projects.
- Documented auditing experience as Lead Auditor.
- Capable of handling minimum 10 no’s of Quality personnels.
- Proficiency in reading, writing & speaking the English language.
- Familiar with MS Office
- Understanding of welding, NDT, coating and Electrical and Instrumentation.
- Detailed knowledge and experience of Quality Control Principles and associated deliverable development and review e.g. Inspection Plans, Surveillance Plans, NCR management, sub-contractor/vendor deliverable document review
- Knowledge and Interpretation of industry codes e.g. AWS D1.1, ASME Section IX, Section V, API 1104 and API 5L, API Q1 & Q2, ASNT/ISO 9715, ISO 17025 API 6A,16A,16C, 17B, 17D, ISO 13628-8, ANSI etc
